Strengthening the Party's leadership in socio-economic development

DTO - Implementing Action Program No. 90-CTr/TU dated December 26, 2024 of the Provincial Party Committee, the Provincial Party Committee Standing Committee has focused on leading and directing the implementation of policies and solutions to promote socio-economic development, thereby, the socio-economic situation in the first quarter of 2025 in the province continued to develop stably and achieved many important results.

ECONOMY - SOCIETY CONTINUES TO DEVELOP

In the first quarter of 2025, the socio-economic situation in the province developed quite well compared to the same period in 2024. Budget revenue in the area was 2,545 billion VND, reaching 25.2% of the estimate; mobilized development investment capital was estimated at 6,196 billion VND, reaching 19.04% of the plan; the urbanization rate reached 28.85%; the rate of rural population using clean water reached 96.2%; the rate of hazardous solid waste treated reached 96.1%. Social security work was ensured, the number of employed people increased, contributing to social stability, strengthening the trust of people and businesses. The investment and business environment was favorable; industrial production capacity increased, creating a fairly abundant supply of goods and raw materials, meeting market demand.

The quality of education at all levels is basically guaranteed, the application of information technology and digital transformation in teaching and management has achieved some initial results. The implementation of cultural, social and environmental indicators has achieved good results; many events have been successfully organized, helping tourism activities recover quickly, contributing to promoting the image and people of Dong Thap to domestic and international friends. Social security policies, care for people with meritorious services and policy beneficiaries have been implemented with attention; the material and spiritual life of the people has gradually improved, the number of people with jobs has increased.

Administrative procedure reform has been promoted, the business investment environment and competitiveness have been improved, and the role of local governments in creating conditions has been clearly demonstrated through policies to support the recovery and development of production and business, and promote innovation and start-ups. Private sector investment has changed dramatically. Social order and safety have been ensured, and national defense and security have been maintained.

Internal affairs continued to be maintained, and the work of preventing and combating corruption and negativity was controlled. The work of handling petitions, complaints and denunciations was focused on by Party committees and authorities at all levels, achieving many positive results, preventing large-scale, complicated and prolonged incidents. National defense and security were ensured, maintaining friendly relations with partners and provinces in Cambodia, Laos, etc.

GROWTH SCENARIO AND FUTURE SOLUTIONS

Based on Action Program No. 90-CTr/TU dated December 26, 2024 of the Provincial Party Committee and Action Program No. 95-CTr/TU dated March 14, 2025 of the Provincial Party Committee, the economic growth scenario in 2025 is expected: The target for the first 6 months of the year is that the GRDP value (at 2010 comparable prices) will reach VND 33,482 billion (accounting for 47.37% of the year's value), GRDP growth will reach 7.23%. In particular, in the first quarter, the GRDP value (at 2010 comparable prices) will reach VND 18,607 billion (accounting for 26.32% of the year's value), GRDP growth will reach 6.25%; In the second quarter, GRDP value reached 14,875 billion VND (accounting for 21.05% of the year's value), GRDP growth rate reached 8.49%.

The target for the last 6 months of the year is that the GRDP value (2010 comparable price) will reach 37,199 billion VND (accounting for 52.63% of the whole year's value), GRDP growth will reach 8.7%. In particular, in the third quarter, the GRDP value will reach 18,440 billion VND (accounting for 26.09% of the whole year's plan), GRDP growth rate will reach 7.6%; in the fourth quarter, the GRDP value will reach 18,759 billion VND (accounting for 26.54% of the whole year's plan), growth rate will reach 9.8%.

To achieve the growth target according to the above scenario, the province focuses on exploiting and effectively using resources, mobilizing investment capital for social development, promoting growth in 3 economic sectors, solving difficulties in materials for leveling the ground, promoting disbursement of public investment capital. In addition to economic development, it focuses on implementing all cultural and social development tasks, ensuring political security and social order and safety.

Continue to effectively and synchronously implement the Socio-Economic Recovery and Development Program. Closely follow the Action Program of the Provincial Party Committee's Executive Committee, term XI, in 2025; the Working Program of the Provincial Party Committee's Standing Committee to complete projects, plans, and documents submitted according to regulations and ensure quality. Implement drought and fire prevention and control work in the dry season, organize and direct appropriate agricultural production plans, and mobilize people to shift crop structure on rice fields. Strengthen the application of science and technology in conjunction with development plans and industry restructuring orientations. Promote the implementation of key tasks of the agricultural and rural development sector. Focus on consolidating and mobilizing farmers to effectively implement the pilot model of high-quality, low-emission rice production to soon replicate the model according to the 2025 plan targets.

Support and encourage businesses to increase operating capacity and restore exports. Promote communication and promote tourist attractions associated with organizing major events in the province. Carefully prepare for the peak summer tourist season, programs and related conditions to promote tourism. Strengthen and improve the quality of tourism services at key tourist areas and destinations, associated with supporting the restoration and development of community tourism.

Improve the comprehensive investment and business environment in all fields; strengthen investment promotion and attraction and accelerate the implementation of investment commitments; evaluate and analyze the results of improving the Provincial Competitiveness Index (PCI), Provincial Administrative Reform Index in 2024, summarize experiences, overcome weaknesses and issue plans to improve the PAPI, PAR Index and SIPAS.

Strictly manage and effectively use resources, implement cost savings, and ensure budget revenue and expenditure balance. Continue to accelerate the disbursement progress of the 2021-2025 medium-term public investment capital plan, ODA capital sources and capital from national target programs. Closely monitor demand and have a plan to provide sand in a timely and reasonable manner for projects, especially key transport projects, to limit local sand shortages that affect project progress. Focus on implementing transport projects and works, shortening implementation time while ensuring full and correct procedures and processes according to regulations. Accelerate the construction progress of industrial park infrastructure, especially Tan Kieu Industrial Park, and complete investment promotion plans and investment calling programs.

Focus on implementing the 2024-2025 plan well to ensure the curriculum framework and quality; arrange managers and teachers to ensure teaching and learning at educational institutions. Continue to implement the digital transformation project in the education sector. Pay attention to improving the quality of work to protect and care for people's health and population quality; propagate and mobilize people to participate in health insurance and social insurance. Propaganda about the historical, cultural and revolutionary traditions of the nation through activities to celebrate major holidays, important historical events of the country and other important events of the province.

Strengthening the management, exploitation and rational use of resources, focusing on good management of mineral resources. Promoting administrative reform, enhancing decentralization in handling administrative procedures; streamlining the organization, operating effectively and efficiently; fighting against negativity, corruption and waste. Grasping the situation, synchronously implementing policies and tasks of national defense and security. Directing the assurance of social order and safety in the area; strengthening patrols and controls, ensuring traffic order and safety, preventing fires and explosions, and strictly handling violations.

Strengthening propaganda and mobilization work, creating consensus in the political system and the People to join hands and actively participate in implementing the Party's guidelines and policies, the State's policies and laws, creating trust and motivation to participate in production and business, contributing to socio-economic development in the province.
