Currently, on the Hanoi - Quang Ninh connecting corridor, there is a planning orientation for a Yen Vien - Lim - Pha Lai - Ha Long - Cai Lan railway line, on the basis of utilizing the infrastructure of the Hanoi - Lang Son railway line (Yen Vien - Lim section) and Kep - Ha Long - Cai Lan railway line (Pha Lai - Ha Long - Cai Lan section). The main function of the railway line is to exploit mixed freight and passengers, with a design speed of 120km/h. However, after starting construction in 2008, by 2011, the Yen Vien - Pha Lai - Ha Long - Cai Lan railway line was delayed.
Recently, the Ministry of Construction submitted to the Government an additional investment plan of about 4,000 billion VND for the Yen Vien - Pha Lai - Ha Long - Cai Lan railway line, raising the total investment to about 8,300 billion VND, adjusting the project's function to mainly passenger transport.
Currently, Vingroup Corporation has proposed an investment project for a Hanoi - Quang Ninh passenger railway to facilitate tourists traveling from Hanoi to Quang Ninh and vice versa. The project is about 121km long, with a maximum design speed of 300km/hour.
Leaders of the Ministry of Finance, Ministry of Construction, Quang Ninh province, Bac Ninh province, and Hanoi city discussed issues related to route direction, technology, transportation demand, total investment, investment efficiency, feasibility, etc. for Vingroup's proposal in the overall planning of the railway network on the Hanoi - Quang Ninh corridor.
Concluding the meeting, Deputy Prime Minister Tran Hong Ha welcomed the proposal of enterprises in investing in developing transport infrastructure to ensure legal criteria with the fastest procedures. The Deputy Prime Minister assigned the Ministry of Construction to preside over and coordinate with ministries, branches, localities, and investors to review and supplement the planning of the railway network on the Hanoi - Quang Ninh corridor in the context of changes in socio-economic development requirements, techniques, and technology; consider, calculate, and select appropriate routes to optimize the goals and investment efficiency of the State and private sectors, etc.
