On the afternoon of May 24, Deputy Prime Minister Tran Hong Ha chaired a national online meeting to listen to reports and give opinions on the draft Decree regulating land prices.

According to the report of the Ministry of Natural Resources and Environment, the Draft Decree after being completed has 6 chapters and 41 articles regulating land valuation methods; developing, adjusting, amending and supplementing land price tables; conditions for practicing land valuation consultancy; applying land valuation methods in transitional cases...
Regarding the comparison method, the drafting agency has accepted and removed the regulation on determining the value of assets attached to land that are perennial trees that have not yet reached harvest time; reviewed and adjusted the principles of adjusting the price of land plots to be clearer in application.
For the surplus method, the drafting agency has added information collection about the land plot and land area to be valued; information that needs to be surveyed when applying this method.
Delegates focused on discussing the addition of costs in the total development cost estimate of land plots and land areas; proposing a design plan to separate total development costs and total revenue; regulations on including contingency costs in total development costs...
Accordingly, the Ministry of Natural Resources and Environment accepts and adds the following types of costs: Monitoring of construction deformation; demolition of construction works not within the scope of site clearance, compensation, support, and resettlement; marketing; verification of total investment; construction insurance; sea encroachment for sea encroachment projects or sea encroachment items; at the same time, amending the calculation of business costs in a direction that is suitable to the nature, scale of the project and the actual situation in the locality...




Deputy Minister of Natural Resources and Environment Le Minh Ngan also reported and clarified the basis for not including contingency costs, contingency costs for price fluctuations applied during the project period lasting many years, business costs in the total development costs; how to calculate business costs, interest costs, and investor profits; the basis for applying the 2015 land price adjustment coefficient when calculating land use fees according to the land price list for cases of land handover from August 27, 2007 to before July 1, 2014.
Regarding the land price list regulations, the Ministry of Natural Resources and Environment has added regulations in case of lack of factors affecting land prices; basis for determining land prices in areas not yet specified in the land price list; adjusting the order of land price list development and supplementing and clarifying agencies and organizations that collect opinions on the draft land price list; reviewing and perfecting the conditions for individuals practicing land price determination consultancy in the direction of simplifying administrative procedures.
Minister of Natural Resources and Environment Dang Quoc Khanh affirmed that he will fully absorb all comments and suggestions, ensuring that the Decree, when issued, will solve practical problems, requirements, be specific, easy to implement, and avoid violations.

Concluding the meeting, Deputy Prime Minister Tran Hong Ha gave his opinion on a number of specific contents: Bidding to select a land valuation consultancy unit; applying land valuation methods and the amount of money land users must pay additionally for the period not yet calculated for land use fees and land rents in cases of land handover before the 2024 Land Law takes effect; stipulating operating conditions and establishing a database on organizations and individuals practicing land valuation...
The Deputy Prime Minister requested the Ministry of Natural Resources and Environment to seriously absorb comments and contributions throughout the development process, promptly complete the draft Decree, and quickly put new and breakthrough policies and guidelines in the 2024 Land Law into practice.
