Quang Tri provincial leaders committed to ensuring the time for capital allocation so that the Project on investment in construction and development of the grassroots health service delivery system and the Quang Tri province component project can be completed soon in December 2024.
On October 23, Vice Chairman of Quang Tri Provincial People's Committee Hoang Nam had a working session with the World Bank (WB) Monitoring Delegation and the Central Project Management Board - Ministry of Health on the implementation of the Project on investment in construction and development of the grassroots health service delivery system, a component project of Quang Tri province.
According to the People's Committee of Quang Tri province, the project to invest in building and developing a grassroots health service delivery system using loans and non-refundable aid from the World Bank will be implemented from 2020 in 13 provinces and cities nationwide.
The project aims to improve the quality and efficiency of health services in the grassroots health network, contributing to ensuring health, increasing life expectancy and improving the quality of life of people in 13 project provinces.

For the Quang Tri Provincial Component Project, this project has a total investment of 151 billion VND, of which the loan capital is more than 120 billion VND. In particular, the construction investment component of the project includes investment in the construction of 32 commune-level health stations, including 19 newly built health stations and 13 renovated and repaired health stations.
According to the People's Committee of Quang Tri province, for the construction investment component, up to now, 28 medical stations have been accepted and put into use. Currently, the central government's allocated capital is about 13 billion VND, which will be fully disbursed in 2024.
For the equipment component of about 25 billion VND, up to now, machinery has been invested and put into effective operation. It is expected that the construction investment project component will be finalized in the first quarter of 2025.
Regarding the component of enhancing the capacity of commune health stations in managing priority health issues, the provision of equipment to health centers and health stations has been completed as planned. In 2022-2023, the project organized 11 provincial training courses and 28 grassroots health training courses, covering the contents of management and primary health care, changing the face of grassroots health care...
At the working session, the monitoring delegation highly appreciated the progress of the project implementation according to the set plan as well as the creativity of Quang Tri province in investing in building medical stations suitable to the practical needs of grassroots medical facilities in the areas to respond well to climate change, natural disasters and floods.
For the 4 medical stations that have not been handed over for use as well as the 2024 training component that has not been implemented, the Monitoring Team requested Quang Tri province to promptly allocate project investment capital, complete the training component to close the project by December 31, 2024.
Speaking at the meeting, Vice Chairman of Quang Tri Provincial People's Committee Hoang Nam affirmed that the project investment sectors in the province are promoting efficiency, contributing to the investment in building a comprehensive system of medical stations and medical equipment at the grassroots level.

Currently, Quang Tri province still lacks the facilities of 22 more medical stations to complete the commune-level medical service, contributing to bringing medical services closer to the people, reducing the burden on the upper level and implementing good preventive medical work.
Regarding the 4 medical stations within the project that have not been handed over, the Vice Chairman of the Quang Tri Provincial People's Committee requested the Provincial Construction Investment Project Management Board to closely coordinate with the Department of Planning and Investment to complete the remaining items, striving to complete them in November 2024.
Regarding the disbursement plan to complete the project, Vice Chairman Hoang Nam said that Quang Tri province is committed to ensuring the project's capital allocation time is completed in December 2024.
“The Provincial People's Committee will direct the maximum use of the project's non-refundable capital to train and improve the capacity of grassroots medical staff; as well as direct the health sector to develop a plan for maintenance and repair of the project after investment to ensure effective use,” emphasized Vice Chairman of the Quang Tri Provincial People's Committee Hoang Nam.
