There are 8 livestock and poultry processing facilities in the city, most of which are located in the middle of residential areas, especially the Da Nang Livestock and Poultry Processing Center (Da Son 2 Street, Hoa Khanh Nam Ward, Lien Chieu District). The city needs to soon deploy the Hoa Nhon 1 Industrial Cluster (Hoa Nhon Commune, Hoa Vang District) to relocate this center and other livestock and poultry processing facilities out of residential areas and start building a new center with high technology and modernity...

The Danang Livestock and Poultry Processing Center (belonging to Danang Food Processing Company Limited) has the largest scale and operating capacity in the city, and has been in operation since 2005. By 2015, due to degraded facilities and many houses built around it, the center's operations had caused environmental problems that affected the people.

In 2017, the Ministry of Agriculture and Rural Development issued national technical regulations in the veterinary field (according to Circular No. 13/2017/TT-BNNPTNT), which stipulates that the location of a concentrated livestock and poultry processing center must be at least 500m away from residential areas, schools, hospitals, places with frequent crowds, national highways, rivers, streams, sources of domestic water supply, etc.

Meanwhile, the number of processed livestock and poultry increased compared to the approved environmental impact assessment report, leading to environmental protection works not being guaranteed, but the company could not re-establish environmental records and environmental impact assessment reports due to planning problems.

According to the Department of Industry and Trade (the unit assigned by the City People's Committee to establish a project for a concentrated livestock and poultry processing center in Da Nang city), the city currently has 8 concentrated livestock and poultry processing facilities, supplying the market with about 1,500 pigs, 40-50 cows and 5,300 chickens and ducks every day. However, most of these facilities have been operating for many years, with degraded infrastructure, not meeting the modern hygiene and environmental standards that Da Nang is aiming for. In addition, these facilities also face overload, especially during holidays and Tet when food consumption demand doubles.

Five years ago, the City People's Committee directed departments, branches, localities and units to select suitable locations to relocate and invest in a new, modern, closed livestock and poultry processing center... On April 1, 2024, the City People's Committee issued Decision No. 699/QD-UBND approving the project of a concentrated livestock and poultry processing center in Da Nang city with the goal of forming a concentrated livestock and poultry processing center in Hoa Nhon 1 Industrial Cluster (Hoa Vang district) in the direction of applying modern, civilized slaughtering and processing technology for livestock and poultry products and ensuring compliance with regulations and standards. Specifically, the city plans to allocate an area of ​​about 15 hectares in Hoa Nhon 1 Industrial Cluster (total area of ​​44 hectares) to call for investment in building a modern concentrated livestock and poultry processing center, put into operation from 2028.

According to the Management Board of Investment and Construction Projects for Traffic and Agricultural Works in Da Nang, the unit was assigned to coordinate in preparing a report proposing the investment policy for the technical infrastructure project to the fence of Hoa Nhon 1 Industrial Cluster, including the road to the concentrated livestock and poultry processing center. However, this project and Hoa Nhon 1 Industrial Cluster (food processing industrial cluster) are facing planning problems.

The City People's Committee is assigning the Department of Construction to coordinate with the Management Board of Priority Infrastructure Investment Projects of Da Nang to locally adjust the Master Plan of Da Nang City to 2030, with a vision to 2045 and the Green Core zoning for the additional content of the planning of Hoa Nhon 1 Industrial Cluster, then there will be a basis to prepare a report proposing the investment preparation policy for the project in accordance with regulations. The City has been given the authority by the Central Government to locally adjust the master plan, so the implementation will be more convenient and quick.

Director of Da Nang Food Processing Company Limited Pham Tuan Anh said that, in the face of the city's increasing demand for livestock and poultry products, the relocation of the Da Nang Livestock and Poultry Processing Center (Da Son 2 Street) to Hoa Nhon 1 Industrial Cluster according to the city's direction is urgent. The company has proposed that the city invest in building a concentrated livestock and poultry processing center at Hoa Nhon 1 Industrial Cluster with a total investment of 225 billion VND in the direction of high technology, modernity in the direction of green economy and clean industry.

“The company will comply with the city's policy on relocating the Danang Livestock and Poultry Processing Center and investing in a modern, high-tech processing center that meets the standards and regulations as prescribed and required by the city at Hoa Nhon 1 Industrial Cluster. At the same time, we hope that the city will speed up the implementation of the Hoa Nhon 1 Industrial Cluster project so that the company can soon invest in building a concentrated livestock and poultry processing center here,” said Mr. Pham Tuan Anh.
