Along with building a team of civil servants, public employees and officials (CCVC) to meet the tasks of the new situation, Party committees at all levels have strengthened discipline and order, upholding the spirit and standards of "3T, 5 truth, 7 dare, 5 clarity". From there, serving the Fatherland, serving the People, to build the homeland of Long An "Loyal, resilient" to develop more and more rapidly and sustainably.

Resolutely break through the "key of the key"

The work of civil servants is always a key task, "the key of the key" in building a strong Party and political system. Realizing this, in 2025, the province will focus on closely leading, proactively and resolutely innovating, reorganizing the apparatus and streamlining the payroll in the direction of "Streamlined - compact - strong - effective - efficient - effective - efficient". This is a wise, accurate and correct policy of the Party Central Committee to continue to enhance the sense of responsibility, improve the working methods and style of the team of civil servants and public employees in performing public duties, meeting the requirements and tasks in the new revolutionary period.

This policy closely follows the direction of General Secretary To Lam : "Streamlining the organization of the political system is a very urgent issue, it must be done, the sooner it is done the more beneficial it is for the people and the country"; "missing the opportunity is a mistake to the people". Accordingly, the Standing Committee of the Provincial Party Committee requires each agency, unit, and locality to urgently review the functions, tasks, and organizational structure of the apparatus; comprehensively evaluate the team of civil servants and public employees according to job positions to propose a reasonable streamlining plan. The arrangement of the apparatus is not only to reduce the number of focal points but more importantly, to improve the quality of operations, avoid overlap and formality, and ensure higher work efficiency.

A team of cadres, civil servants and public employees with enough "heart - vision - talent", daring to think, daring to do, daring to take responsibility for the common good is the foundation for successfully carrying out all tasks.

The core point of this roadmap is to maintain stable internal and social consensus. Currently, the implementation of the organizational arrangement and restructuring of the provincial staff is being carried out in conjunction with ensuring the simultaneous implementation of two important tasks: Accelerating and breaking through in implementing the socio-economic tasks in 2025, contributing to "reaching the finish line" of the Resolution of the 11th Provincial Party Congress, creating a solid foundation towards the 14th National Party Congress.

Thoroughly implementing Conclusion No. 127-KL/TW of the Politburo and Secretariat dated February 28, 2025 on implementing research and proposing to continue to reorganize the apparatus of the political system, Standing Deputy Secretary of the Provincial Party Committee, Head of the Provincial National Assembly Delegation - Nguyen Thanh Hai requested the heads of each Party Committee, Party organization, agency, unit, and locality to demonstrate their leadership and close direction in performing assigned political tasks; proactively thoroughly disseminate and promote the propaganda work in depth and widely on the policy of reorganizing and streamlining the apparatus. Attention is paid to political and ideological education, creating high consensus and unity in society, ensuring that the process of reorganizing the apparatus does not interrupt work, have gaps in time, and affect the normal activities of society and people.

To have a team of staff with enough "heart, vision, talent"

President Ho Chi Minh once said: "All successes or failures depend on good or bad cadres". Applying that ideology into practice, the province continues to focus on building a cadre team with good qualities, capacity, and strong political will, meeting the "3T" standards (Heart - Vision - Talent); the spirit of "5 truths" (thinking truth, speaking truth, doing truth, having real effectiveness, so that people can truly enjoy); "7 dares" (dare to think, dare to speak, dare to do, dare to take responsibility, dare to innovate, dare to face difficulties and challenges, and dare to act for the common good) and "5 clear" (clear people, clear work, clear responsibility, clear time, clear results). In which, emphasizing the spirit of daring to think, daring to do, daring to take responsibility, daring to make breakthroughs for the common good.

To realize this goal, the Provincial Party Standing Committee issued Official Dispatch No. 2939-CV/TU, dated February 13, 2025, on strengthening discipline, order, improving public ethics and responsibility in performing duties of civil servants and public employees. Accordingly, the Provincial Party Standing Committee requested all levels, sectors, agencies and units to focus on thoroughly and widely disseminating the Party's regulations and the State's laws on Party building and rectification, preventing and combating corruption, negativity and administrative reform. In particular, promoting the exemplary spirit of the team of leaders and managers at all levels, taking work efficiency as a measure of capacity assessment.

The Provincial Party Standing Committee also requires each cadre and civil servant in the entire political system, especially leaders, to enhance their spirit and responsibility for dedication, loyalty, and the standards of "3T, 5 truths, 7 dares, 5 clarity"; innovation and aspiration to rise up; and innovation in thinking and working style.

All levels, sectors, agencies and units synchronously carry out tasks and solutions to improve the leadership capacity and fighting strength of Party organizations and Party members; promptly replace, transfer and handle cases of weak capacity, reluctance to do, avoidance, shirking, and irresponsibility, causing work to stagnate, not meeting requirements and tasks, or causing low public satisfaction, reduced prestige, and negative manifestations.

The organization can be streamlined, the mechanism can be innovated, but the decisive factor is still the people. A team of civil servants and public employees with enough "Heart - Vision - Talent", daring to think, daring to do, daring to take responsibility for the common interest is the foundation for successfully carrying out all tasks. When the spirit of "3T, 5 real, 7 dare, 5 clear" does not stop at slogans but becomes a "compass" in action, each civil servant and public employee will be a shining example, contributing to building a truly effective and efficient apparatus and bringing the country into the era of development, the era of national advancement./.
