The Department has urgently completed the draft regulations on management, operation, exploitation, maintenance and protection of road infrastructure under the management of the Provincial People's Committee to submit to the Provincial People's Committee for promulgation. Conducted review, handover of tasks, authority to operate, exploit, use, and adjust traffic light cycles to the Traffic Police force (Provincial Public Security) according to regulations. Implemented regular management and maintenance of the provincial road system (except provincial roads 490, 486C); completed the repair of Do Quan bridge and Bailey platform at Ninh Cuong pontoon bridge; provincial roads 490, 486C and lighting system on Dong Cao bridge, Day - Ninh Co canal overpass; local inland waterways (3 routes of Vop river 15km and Muc river 26.5km, So river 20.25km)... according to plan.
Nam Dinh Transport Infrastructure Maintenance Management Board coordinates and urges the Compensation and Site Clearance Councils of the districts to focus on implementing the site clearance work, basically meeting the required progress of the projects: Ben Moi Bridge; Dong Cao Bridge (Phase I); Ninh Cuong Bridge; the new Nam Dinh - Lac Quan - Coastal Road; Ninh Binh - Hai Phong Expressway through Nam Dinh and Thai Binh provinces under the public-private partnership model (CT08). Coordinate with Project Management Board 2, Thang Long Project Management Board (Ministry of Construction) and the districts to prepare for the site clearance work of the Ninh Cuong Bridge and Dong Cao Bridge investment projects (Phase 2).
Nam Dinh Traffic Infrastructure Maintenance Management Board coordinates with local authorities and functional agencies to strengthen patrolling, inspection, detection and timely handling of damage or violations of road works, encroachment and illegal use of road land causing traffic safety (ATGT). To ensure traffic safety and order, and meet the travel needs of people during the Tet holiday and spring festival in 2025, the Nam Dinh Traffic Infrastructure Maintenance Management Board regularly urges road management units to perform the task of managing and regularly maintaining traffic infrastructure on national highways and provincial roads, with priority given to cleaning the road surface, bridge surface, patching potholes, repairing damaged expansion joints, handling rutted wheel tracks, clearing ditches and drains, trimming and clearing trees and grass, patching and painting the road centerline, cleaning signs, etc. Develop plans, prepare materials, equipment and arrange permanent staff and leaders to carry out traffic assurance work, promptly repair damage to road works and at points where traffic jams often occur, ferry terminals, and pontoon bridges for timely handling, ensuring the fastest traffic.
The Department has advised the Provincial People's Committee to approve the 2025 traffic infrastructure maintenance plan and the cost estimate for regular management and maintenance of traffic infrastructure for 4 items. The Nam Dinh Traffic Infrastructure Maintenance Management Board has completed and handed over 2 projects for operation and use, including: repairing local drainage ditches (sections Km93+00 to Km93+520; Km93+650 to Km93+720; Km96+200 to Km96+400) on National Highway 37B and handling points at risk of traffic safety loss, reinforcing the curb of the curved section (section from Km103+550 to Km104+400) on National Highway 37B. According to the 2025 national highway system maintenance plan (including 9 projects) for repair, up to now, 9/9 projects have been approved by the Vietnam Road Administration for contractor selection plans and are implementing the next procedures to ensure progress. For additional projects in 2025, the Vietnam Road Administration has officially assigned the Nam Dinh Transport Infrastructure Maintenance Management Board to continue to implement 2 more projects to ensure traffic safety. Up to now, the survey task is being implemented, including: repairing damage to the Tan De Bridge Transformer Station on National Highway 10, Thai Binh Province due to the impact of storm No. 3 and post-storm circulation with an implementation cost of 150 million VND and safety assessment of bridges: Railway overpass (at Km147+200 on National Highway 21), Nam Dinh bridge (at Km148+500 on National Highway 21); Tan Phong Bridge (at Km101+184.32 on National Highway 21B); Ha Lan Bridge (at Km56+867 on National Highway 37B); Ninh Cuong Floating Bridge (at Km74+391 on National Highway 37B) with an implementation cost of 1.05 billion VND. Nam Dinh Traffic Infrastructure Maintenance Management Board has completed 19 periodic repair projects according to plan. Up to now, the Board has submitted to the Department of Construction for approval the plan to select a consulting contractor to survey and prepare economic and technical reports for 15/19 projects; approved the survey task for 1 project...
In the coming time, the Department of Construction will continue to coordinate and urge the Compensation Council for Land Acquisition and Compensation of districts to focus on resolving existing problems related to land acquisition and compensation for Ben Moi Bridge; Dong Cao Bridge; Ninh Cuong Bridge projects... Implement contract management for regular maintenance of national highways, ferry terminals, and pontoon bridges on assigned national highways. Organize the selection of contractors to provide public services for management and regular maintenance of provincial roads and inland waterways. Continue to implement construction and handover of works for exploitation and use of 2 completed works; organize the selection of construction contractors and supervision for 9/9 works in the 2025 maintenance plan. Implement investment procedures to ensure design approval, selection of consulting and construction contractors, and organization of on-site construction to ensure traffic safety, on schedule and quality.
