Accordingly, in 2022 - 2023 alone, the Ho Chi Minh City Department of Health discovered 25 cases of using fake medical practice certificates. Of which, 3 cases were discovered through practice registration, 14 cases were discovered through practice verification at the request of the Department of Health of other localities, 7 cases were discovered through people's feedback and 1 case was discovered through the notary office.
All detected cases have been transferred by the Department of Health to the police for investigation and strict handling according to the provisions of law.
In addition, the phenomenon of practicing without a license still occurs in the City. Specifically, in 2023, the Department of Health Inspectorate inspected and punished 21 dental facilities that practiced illegally or violated regulations on practice.
Regarding private pharmacies, the Department of Health has handled 45 establishments with various violations, including the absence of a pharmacist in charge of professional expertise during the pharmacy's operating hours. However, the Inspectorate does not have enough basis to establish violations regarding renting or borrowing medical and pharmaceutical practice certificates.
Many types of certificates related to the beauty industry have been discovered in recent times.
The Ho Chi Minh City Department of Health also said that currently in Ho Chi Minh City there are more than 1,800 dental clinics, over 7,000 pharmacies, etc. The inspection of compliance with legal regulations in private medical and pharmaceutical practice is the responsibility of the District Health Department, Thu Duc City and the Department of Health Inspectorate. However, through reflection, it is necessary to further strengthen the management of practice in the area and there is a great need for more proactive and drastic policies and solutions.
In recent times, the Ho Chi Minh City Department of Health has made efforts to digitally transform the provision of public administrative procedures, form a database of medical and pharmaceutical practice certificates, and develop internal processes to help detect and promptly prevent acts of using fake medical and pharmaceutical practice certificates to register for practice.
However, the effectiveness of this solution is still limited if the Departments of Health of provinces and cities do not implement it together. In the coming time, the Department of Health of Ho Chi Minh City and the Departments of Health of provinces and cities in the Mekong Delta and the Southeast region will exchange and share experiences in implementing solutions to manage medical and pharmaceutical practice in order to soon end the situation of using fake practice certificates from one locality to another to register to practice.

At the same time, all health sector staff need to condemn acts directly or indirectly related to the purchase, sale, and rental of medical and pharmaceutical practice certificates, and promptly provide information related to illegal acts to the Department of Health Inspectorate for timely and strict handling according to regulations.
