
The Department of Construction said that in the period of 2017 - 2023, the unit advised the Provincial People's Committee to issue many documents guiding the implementation of state regulations in the field of mineral resource exploitation in the province under its authority. Including, planning for exploration, exploitation, arrangement of dock systems, and sand and gravel construction material gathering places integrated in the provincial planning dossier for the period of 2021 - 2030; with a total of 60 planned mining points.
Based on the approved planning, localities and relevant departments and branches shall review mining sites to ensure compliance with the planning, report to the Provincial People's Committee for agreement, and grant licenses to qualified units to explore and exploit to serve local material needs, basically meeting the demand for minerals as common construction materials in the province.
When advising the Provincial People's Committee to approve the planning of mineral mines for common construction materials, the Department of Construction always consults with relevant departments and branches, in accordance with relevant planning, ensuring national defense and security requirements... Compliance with the conditions on auction and exploitation has solved the need for local raw material supply.
However, there are still many mining sites whose planning has been approved but have not been implemented due to the impact on plans established and adjusted after mineral planning (new rural construction planning, forest protection and development planning, national defense planning...).
In addition, due to changes in terrain that change the current status of the mining area (for sand mining sites in rivers and streams), localities must regularly review, propose inspections, and submit to competent authorities for planning adjustments before carrying out the next procedures.

Mr. Nguyen Thanh Tam - Director of the Department of Construction proposed that the National Assembly, the Government, ministries, ministerial-level agencies, and agencies under the Government consider allowing the reduction of related administrative procedures for projects exploiting minerals for common construction materials (in particular, procedures for land leveling need to have appropriate processes to promptly exploit and solve urgent projects with large reserves).
Allow localities to proactively adjust and supplement the planning of mineral mines that have been integrated into the Provincial Planning dossier. Recommend that the District People's Committee urgently inspect and review the approved mineral mines of soil, stone, sand, gravel, clay, bricks and tiles for common construction materials in the area. Make a list and send it to the Department of Natural Resources and Environment to propose auctioning mineral exploitation rights or not auctioning mineral exploitation rights to serve construction works to synthesize and advise the Provincial People's Committee to report to the competent authority for consideration, unification of policies, and early issuance of exploration and exploitation licenses.
On behalf of the Supervisory Delegation, Mr. Duong Van Phuoc - Deputy Head of the National Assembly Delegation of Quang Nam province requested the Department of Construction to preside over and coordinate with relevant functional agencies and district-level People's Committees to establish, adjust and supplement the planning for exploration, exploitation and use of minerals as common construction materials and groups of minerals and raw materials for construction materials under the licensing authority of the Provincial People's Committee.
Monitor and inspect the implementation; guide the application of regulations on standards, quality, technology of mineral exploitation for construction materials and mineral export standards issued by the Ministry of Construction. Appraise and submit for approval projects on mineral exploitation for construction materials in the province according to regulations...
