The meeting aims to analyze and exchange opinions on reports and projects, creating a basis for the Provincial People's Council committees to have information to review and prepare content for the 24th Session of the 10th Provincial People's Council (regular session in mid-2024).

The contents of the reports and projects that were evaluated and examined include: The implementation of the state budget revenue and expenditure estimates for the first 6 months of 2024, the assessment of budget management and operation in the first 6 months of the year and the forecast for the last 6 months of the year; the practice of thrift and anti-waste in the first 6 months of the year and the direction and tasks for the last 6 months of the year; the implementation of the work of examining and approving the final accounts of completed projects and submissions, reports, projects, and draft resolutions such as amending and supplementing, stipulating expenditure levels, stipulating collection levels of fees and charges in the implementation of online public services in Quang Nam; allowing districts to use the additional provincial budget allocated with a target until the end of 2021 and 2022, and carry over to the following year for continued use.

In addition, it is also considering adjusting the report on the final settlement of state budget revenue and local budget expenditure in 2022 of Quang Nam; adjusting the estimates of some provincial-level budget units in the first and second quarters of 2024 and reporting to ask for opinions on the quantity and types of cars...

According to the Department of Finance, all contents, from budget revenue and expenditure to financial amendments or supplements about to be submitted to the Provincial People's Council meeting, have been done in accordance with the provisions of state law, within the authority, and in accordance with the budget management situation in the area.

At the meeting, members of the Standing Committee of the Provincial People's Council and leaders of the Department of Finance clarified a number of contents such as budget allocation, reasons for differences between budget allocation figures, and delayed allocation of expenditures. Analyzing the reasons for the increase and decrease in budget revenues and expenditures compared to the same period, expenditures arising outside the budget, the situation of budget allocation to implement resolutions of the Provincial People's Council guiding the preparation of budget estimates, use and settlement of funds for organizing compensation and resettlement support when the State acquires land. The necessity and legal basis for the contents that will be amended or supplemented in terms of finance and budget.

According to Vice Chairman of the Provincial People's Council Tran Xuan Vinh, the Standing Committee of the Provincial People's Council has agreed on the reports, projects, and submissions drafted by the Department of Finance and advised the Provincial People's Committee to submit to the 24th Session of the 10th Provincial People's Council.

Mr. Vinh requested the Department of Finance to review the increased revenue, guide localities in implementing compensation policies, support for site clearance and resettlement, more drastic inspection and supervision in anti-waste practices, and strict handling in settlement. The Department of Finance must complete reports, projects or amend and supplement financial and budgetary issues appropriately, fully meeting state regulations before submitting to the Provincial People's Council.
