Quang Binh announces new departments after reorganization

(NLDO) - The number of specialized agencies under the People's Committee of Quang Binh province has been reduced from 20 agencies to 13 agencies after the reorganization, achieving a streamlining rate of 35%.

On the afternoon of February 19, the 18th term People's Council of Quang Binh province, term 2021-2026, held the 20th session (special session) to discuss and vote to pass the Resolution on the establishment and reorganization of specialized agencies under the Provincial People's Committee.

Quang Binh Provincial People's Committee decided to establish and rearrange a number of departments and branches to ensure streamlining the apparatus and improving operational efficiency.

In which, the Department of Ethnic Minorities and Religions of Quang Binh province was established on the basis of the Provincial Ethnic Minorities Committee, and at the same time, it received the functions and tasks of state management of beliefs and religions transferred from the Department of Home Affairs.

Merge the Department of Planning and Investment with the Department of Finance to establish the Department of Finance of Quang Binh province.

Merge the Department of Transport and the Department of Construction to establish the Department of Construction of Quang Binh province.

At the same time, transfer the task of testing and granting road motor vehicle driving licenses from the Department of Transport to the Quang Binh Provincial Police when there are regulations of the Government and central ministries and branches.

Establish the Department of Agriculture and Environment of Quang Binh province on the basis of merging the Department of Natural Resources and Environment with the Department of Agriculture and Rural Development. This Department also takes over the task of state management of poverty reduction from the Department of Labor, War Invalids and Social Affairs.

Establish the Department of Home Affairs of Quang Binh province on the basis of merging the Department of Labor, War Invalids and Social Affairs with the Department of Home Affairs. At the same time, transfer the task of state management of beliefs and religions to the Department of Ethnic Minorities and Religions.

Transfer some functions and tasks of the Department of Labor - Invalids and Social Affairs: transfer the field of poverty reduction to the Department of Agriculture and Environment; transfer the field of social protection, children, and social evils prevention to the Department of Health; transfer the field of vocational education to the Department of Education and Training; transfer the field of drug addiction treatment and post-drug addiction treatment management to the Quang Binh Provincial Police.

Establish the Department of Science and Technology of Quang Binh province on the basis of merging the Department of Information and Communications with the Department of Science and Technology. At the same time, transfer the state management function of press and publishing from the Department of Information and Communications to the Department of Culture, Sports and Tourism (after the merger). The task of managing network information safety and security is transferred to the Provincial Police.

Establish the Department of Culture, Sports and Tourism of Quang Binh province on the basis of merging the Department of Culture - Sports with the Department of Tourism. This Department also takes over the state management function of press and publishing from the Department of Information and Communications.

Merge the Department of Foreign Affairs into the Provincial People's Committee Office and reorganize the Quang Binh Provincial People's Committee Office.

After the process of rearrangement and reorganization, the number of specialized agencies under the People's Committee of Quang Binh province has been reduced from 20 to 13, achieving a streamlining rate of 35%. This rearrangement is expected to help the administrative apparatus operate more effectively, avoid overlapping functions and improve the quality of service to people and businesses.
