Today, January 18, the Ministry of Education and Training (MOET) in coordination with the Ministry of Information and Communications (MIC) organized a national online conference to review phase 1 of the program "Waves and computers for children".
The program "Waves and computers for children" was launched by the Prime Minister on September 12, 2021, to support tablets for online learning for disadvantaged students from poor and near-poor households and students whose parents died from COVID-19.

The program is being implemented by the Ministry of Education and Training in coordination with the Ministry of Information and Communications in two phases, in which phase 1 mobilizes 1 million tablets to support disadvantaged students in localities that are being isolated due to COVID-19; phase 2 continues to mobilize so that 100% of disadvantaged students are equipped with computers for online learning, thereby promoting the development of digital transformation.
In phase 1, the Ministry of Education and Training received and allocated 92,629 tablets from support sources from telecommunications enterprises to students in 24 provinces and cities subject to social distancing due to COVID-19; received and allocated about VND513 billion to 17 localities to proactively purchase tablets for students.
To date, a total of 600,000 tablets have been delivered to students; the remaining 400,000 tablets of phase 1 are expected to be disbursed by June 2024. Along with receiving computer support, the Ministry of Information and Communications has directed telecommunications enterprises to support applications and deploy coverage infrastructure in areas without mobile broadband in provinces and cities implementing social distancing; at the same time, continue to cover areas with low signal strength, meeting the connection needs, serving online teaching and learning.
However, due to many regulations on bidding and the impact of COVID-19, computers have been slow to reach students and have not been very effective. On the other hand, up to now, there are still 620 villages and hamlets in the lowlands without telecommunication signals; more than 70 villages and hamlets do not have electricity, so the program has not been implemented in these areas.
In Quang Tri, up to now, the amount of money and goods that agencies, units, businesses, and benefactors have supported the "Waves and Computers for Children" Program is more than 38.3 billion VND. The local Department of Education and Training has organized 3 rounds of purchasing, selecting, and donating 14,930 tablets to students in difficult circumstances from poor and near-poor households and students whose parents died from COVID-19, with a total cost of more than 36.4 billion VND. All tablets given to students meet the minimum technical standards recommended by the Ministry of Information and Communications. The whole province currently has 3,868 students in need of computer support in phase 1. |
Regarding the "Waves and Computers for Children" Program Phase 2, the Ministry of Education and Training, in coordination with the Ministry of Information and Communications, continues to mobilize support for laptops and tablets for students, shifting from quantity to quality, applying technology and artificial intelligence to create new content for students to study, helping different groups of students access digital data fairly and for free.
At the same time, there are more sustainable solutions to support schools and school locations to access the internet with better quality, continue to cover to eliminate telecommunication signal depressions, thereby contributing to implementing breakthrough solutions for digital transformation in the education and training sector...
Propose that the Government allow the use of the remaining amount of more than 28 billion VND saved through bidding so that localities can continue to purchase computers for libraries of educational institutions with students who are beneficiaries of the program, and hand them over to schools for storage, management and effective use. The Department of Education and Training coordinates with local authorities to strengthen inspection and supervision, improve the effectiveness of management and use of computer equipment of the program, limit damage and the purchase and sale of this meaningful gift.
