"Digitalizing" Party work in the Provincial Party Committee of Agencies and Enterprises

Party building work in the Provincial Party Committee of Agencies and Enterprises has been increasingly innovative and effective; the quality of leadership and direction has been improved. That result stems from the fact that the Party Committee of the Block has applied scientific and technological advances and pioneered in digital transformation.

Innovation in leadership methods

Ms. Le Thi Hai Duyen - Secretary of the Provincial Party Committee of Agencies and Enterprises said: Determining digital transformation as an important task, the Provincial Party Committee of Agencies and Enterprises has implemented many specific solutions to promote digital transformation more strongly. In particular, Party work has also been gradually "digitalized" to suit reality.

Accordingly, the Standing Committee of the Party Committee of the Bloc has annually issued a plan for the application and development of information technology, in which it directs and gradually implements the application of information technology to carry out digital transformation. Specifically, the unit has applied a closed document processing process on the Lotus Notes operational management system (on the Party's wide area network environment) from specialists to leaders and clerks. Thanks to that, 100% of incoming and outgoing documents are digitized and electronically signed before being released to the recipient (except for confidential documents). The Party Committee of the Bloc has also developed and implemented a "Work Management Program", helping agency leaders monitor the progress of work assigned to the office and departments to avoid missing work, limit delays and based on that to evaluate and classify cadres and civil servants in performing assigned tasks every year.

According to Ms. Duyen, the Party Committee of the Bloc has built, updated, edited and promptly provided information, leadership documents, instructions, and propaganda materials on the Party Committee's Electronic Information Page to help Party committees, cadres, party members, and the masses in the Party Committee of the Bloc grasp timely and official information; applied information technology in organizing learning and testing in the form of multiple-choice tests on computers for political theory training classes for Party admission candidates and new party members in a convenient, effective and economical manner. Organized online contests to learn about the law on anti-corruption and the Party's regulations on Party building and rectification; about the Party, Marxism-Leninism, and Ho Chi Minh's thought for cadres, union members, and workers in industrial parks. In addition, the Party Committee of the Bloc has also organized online connections for conferences to study Party resolutions and directives, Party committee meetings, and Bloc Executive Committee conferences; opened political theory training courses for Party members and new Party members when necessary; deployed the use of the program to send and receive electronic documents to Party committees of branches and grassroots Party Committees on the internet environment to help Party committees conveniently send, receive and promote the digitization of documents at the grassroots level, thereby contributing to digital transformation through the use of electronic documents, limiting the use of paper documents; deployed electronic signatures to all branches and grassroots Party Committees.

“The application of information technology has contributed to fundamental and comprehensive innovation in methods and ways of leadership and direction from the Party Committee of the Bloc to the grassroots Party Committee, contributing to the implementation of administrative procedure reform in the Party in the direction of streamlining, efficiency, speed, cost savings and improving the qualifications of human resources,” Ms. Duyen affirmed.

Continuing "digitalization" in Party work

In addition to the achieved results, Ms. Duyen also said that currently the "digitalization" of Party work in the Party Committee of the Bloc still has many limitations and shortcomings. That is when there are still a number of cadres, party members, and civil servants who have not paid much attention to the application of information technology in activities at agencies, units, and enterprises due to low investment costs for technology equipment; the human resources specializing in the application and development of information technology in agencies, units, and enterprises still have many concurrent jobs...

In the coming time, to continue to effectively implement digital transformation, the Standing Committee of the Party Committee of the Bloc will continue to lead and direct the effective implementation of Resolution No. 10-NQ/TU and related documents; focusing on strongly implementing digital transformation in agencies, units, and enterprises to ensure unity, interconnection, and synchronization; strengthening management, ensuring network safety and security in the digital transformation process of the Party Committee of the Bloc. On the other hand, continue to innovate and improve the effectiveness of propaganda and dissemination of the Party's viewpoints and guidelines, policies and laws of the State, and documents of the province on digital transformation, contributing to raising awareness and renewing thinking about digital transformation; promoting the role of leaders in implementing digital transformation. “We will well implement the annual plan for application and development of information technology of the Party Committee of the Bloc, in which we will continue to promote the application of information technology in activities, and carry out key tasks assigned by the Standing Committee of the Provincial Party Committee to the Party Committee of the Provincial Agencies and Enterprises Bloc,” said Ms. Duyen.

The Party Committee of the Bloc has 78 grassroots Party organizations (including 39 grassroots Party cells and 39 grassroots Party Committees), with more than 5,300 Party members. With the mindset of "digital transformation" and determination to explore and innovate, especially with the attention and cooperation of cadres and Party members, the Party Committee of the Provincial Agencies and Enterprises Bloc has been pioneering in implementing digital transformation in Party work.
