Storm No. 3 has caused extensive damage to property, infrastructure, and production of people and businesses in the province. This poses many potential risks related to market disruption. Faced with this situation, the provincial Market Management Department has directed the Market Management Teams to strengthen propaganda, inspection, supervision, and handling of violations to maintain market stability.

Accordingly, to ensure market control, the Market Management Teams across the province have conducted propaganda, inspections, and supervision of business activities at supermarkets, traditional markets, food and essential goods businesses serving people's consumption needs, and a number of businesses selling household electrical appliances, construction materials, roofing sheets, aluminum, square pipes, composite steel, etc. These are all items that will be at risk of price increases and hoarding due to the damage caused by storm No. 3. At the same time, the working teams of the Market Management Teams also required businesses to sign a commitment to comply with the provisions of the law, not to take advantage of natural disasters, storms and floods to speculate, hoard goods, and unreasonably increase prices; goods for sale must have clear origin, ensure quality, and label goods, etc. in accordance with the provisions of the law.
Through propaganda, inspection and market control, up to now, commodity prices have remained basically stable, ensuring supply to meet people's consumption needs. However, prices of some items tend to increase due to limited supply such as: Green vegetables increased by 20-25%; generators, lights, rechargeable fans increased by 15-20%; roofing sheets, roofing tiles, iron and steel increased by 10-15%...

Also through the inspection, the Market Management Force discovered and handled a number of violations in business regarding price and origin. Typically, on September 10, Market Management Team No. 5 (Ha Long City) presided over and coordinated with Ha Long City Police to inspect and detect Chung Huyen electrical appliance business on Le Thanh Tong Street, Bach Dang Ward, violating the act of not posting product prices and trading imported generators, but without additional labels. The Market Management Force imposed a fine of 12 million VND and reminded and propagated the business household not to repeat the offense and strictly comply with the law in trading and business.
For example, on September 17, 2024, Market Management Team No. 4 (Mong Cai City) coordinated with Road Traffic Police Team No. 3 (Traffic Police Department, Provincial Police) to inspect car with license plate 14C-395.40 owned by Mr. D.VL, born in 1988, the owner of the goods, with an address in Ninh Duong Ward, Mong Cai City. Upon inspection, 245 kg of beef tripe of unknown origin was discovered. Market Management Team No. 4 issued a decision to administratively sanction the owner of the goods, fined 12 million VND and forced the destruction of all violating goods.
According to statistics from the provincial Market Management Department, from September 10 to 19, the provincial Market Management force inspected and handled 16 cases, including 9 violations in the field of price and 7 violations in food safety, forcing the destruction of nearly 7,000 moon cakes, confectionery products of all kinds and many goods of unknown origin.
Mr. Nguyen Dinh Hung, Director of the Provincial Market Management Department, said: It is forecasted that after storm No. 3, the market situation will continue to have complicated developments, the risk of price increases, hoarding, transporting smuggled goods, and goods of unknown origin will increase. Therefore, the Market Management Department will continue to direct the Market Management Teams to closely monitor the area, arrange working groups on duty 24/7 to directly handle arising issues. Proactively coordinate with relevant sectors and functional forces to inspect and strictly handle violations related to the field of prices, speculation of goods, creating scarcity of goods to raise prices, and illegal profiteering; resolutely prevent hoarding and price hikes to ensure price stability, supply and demand of goods. In particular, special attention is paid to food, foodstuffs, gasoline, essential goods and goods for construction repair (roofing sheets, galvanized iron, aluminum and glass, etc.), repair of electricity, electronics, machinery, equipment and household appliances. The provincial Market Management Department will resolutely and strictly handle cases of taking advantage of natural disasters to produce, trade, transport counterfeit and poor quality goods, collect goods, and unreasonably increase prices for profit.

Currently, together with the Market Management force, closely following the direction of the Government and the Ministry of Industry and Trade, functional agencies and local authorities in the province are actively and proactively monitoring the supply and demand and prices of essential goods to regulate the market. The Department of Industry and Trade and localities have increased their grasp, review and recommended supermarkets, commercial centers, distributors, and retail businesses in the province to increase their stockpiles of goods, especially essential goods such as: Food, food, rice, drinking water, processed foods; gasoline and supplies, means for disease prevention and control, production recovery; coordinating price management, inspection, and prevention of hoarding, speculation, and price manipulation.
Thanks to the strengthening of management and market stabilization, up to now, the market situation in the province has been basically stable, goods, food, foodstuffs and essential products still ensure sufficient supply to serve people's needs with controlled prices.
