Focus on social security work in Hai Ha

The district has organized training for officials working on poverty reduction at the grassroots level on methods of preparing records and assessing the level of material shortages, thereby ensuring accuracy and fairness in support; coordinated with communes and towns to organize delegations to visit, grasp difficulties, encourage and guide procedures so that households can access preferential capital sources and commune-level funds for the poor.

At the same time, the district also established interdisciplinary inspection teams to monitor the payment of subsidies and support for house construction, ensuring that they are for the right beneficiaries and that there is no profiteering. In 2024, the district will have 18 poor and near-poor households supported to build new and repair houses, and 12 households supported to build toilets. In the area, 4 poor households will be supported with preferential loans to develop production with a loan of 280 million VND, 8 near-poor households with an amount of 500 million VND, 3 households that have just escaped poverty with an amount of 200 million VND...

Thanks to that, by the end of 2024, Hai Ha has successfully completed the goal of no more poor households according to the province's criteria. The number of near-poor households has decreased to 60 households, accounting for 0.33% of the total number of households, a decrease of 221 households compared to the previous year. In 2025, Hai Ha continues to focus on implementing the sustainable poverty reduction plan for the period 2025-2030. The work of reviewing, appraising and supporting the construction of houses, toilets, and essential infrastructure for poor and near-poor households has been promoted. At the same time, activities to care for the poor, policy beneficiaries and children in difficult circumstances during Tet have been carefully organized.

In the first quarter of 2025, the district organized visits and presented gifts to people with revolutionary contributions and policy beneficiaries and social protection beneficiaries on the occasion of Lunar New Year, including 9,261 gifts with a total value of 4,554.5 million VND. Social protection subsidies were paid to 2,816 beneficiaries, with an amount of 8,642.7 million VND. Timely resolved policies for people with revolutionary contributions and their relatives according to regulations.

Vocational training and improving the quality of human resources are identified by Hai Ha district as one of the key solutions to increase income and stabilize people's lives. By the end of 2024, the rate of trained workers will reach 86.5%, of which 51.2% will have degrees and professional certificates. In the first quarter of 2025, the district has supported tuition fee exemption for 1 subject, vocational training exemption for 4 subjects; coordinated the organization of short-term vocational training courses on seafood processing techniques, industrial sewing, plant and animal care, with a total of 200 students.

Along with training, the district has focused on creating jobs for workers. In 2024, the district created jobs for 1,884 workers, 57 of whom were exported, expanding job opportunities and increasing income for many families.

In the first quarter of 2025, Hai Ha will continue to review and grasp the recruitment situation and needs of enterprises in the district; update labor information in the area, build a database on qualifications and job needs of more than 12,000 rural workers; disseminate 8 newsletters of enterprises on labor recruitment on the grassroots radio system, helping workers promptly grasp job opportunities. In particular, the district coordinated with the employment service center to organize a job fair and labor export in Quang Long commune on March 21, 2025, attracting more than 500 participants, with more than 20 enterprises registering to recruit unskilled and technical workers.

Mr. Nguyen Van Cuong, Hoang Hoa Tham street, Quang Ha town, said: The district regularly announces labor recruitment of enterprises in the area. Thanks to that, workers like us can access and apply for jobs at enterprises more easily.

In addition, the district also focuses on protecting people's health. In the first 3 months of 2025, the whole district examined and treated 26,958 people. Disease prevention work, organizing full vaccination, strengthening the development of voluntary health insurance, aiming to reduce medical examination and treatment costs for people.

In the coming time, Hai Ha will continue to innovate its leadership and direction methods, closely following the goal of "Breakthrough in economic development, creating momentum for the new term". Along with economic development, social security work will always be given importance with poverty reduction programs, vocational training, job creation, health care, child and elderly protection being implemented methodically and effectively.
