To ensure consumer safety, the provincial Market Management Department has launched a peak period to combat smuggling, trade fraud and counterfeit goods by strengthening inspection and supervision, and resolutely handling violations of regulations on prices and food safety.
In Ha Long City, where the province's trading activities are bustling, especially at the end of the year and during the Lunar New Year, Market Management Team No. 5 has developed a plan and a peak plan, including measures to strengthen information, propaganda, guidance, and reminders for people, traders, and businesses to comply with legal regulations, raising awareness and responsibility of food and goods traders. At the same time, step up inspections at all establishments, business locations, trade centers, supermarkets, etc. in the area and strictly handle cases of intentional violations.
Ms. Dinh Tuyet Nhung, Captain of Market Management Team No. 5, said: The fight against smuggling, trade fraud, counterfeit goods, banned goods, poor quality goods, and goods that do not ensure food safety are regular tasks of those working in Market Management, but at the end of the year, especially New Year and Lunar New Year, the market often has potential risks of instability, so we have to arrange forces to patrol and strictly control high-risk areas, in order to grasp information and situations to promptly handle when detecting signs of law violations according to assigned functions and authorities. Resolutely handle organizations and individuals who take advantage of high consumer demand during Tet to unreasonably increase prices, causing market instability, especially for goods consumed a lot during Tet. Accordingly, implementing the peak period, from From November 1 to now, the Team has inspected 43 establishments, detected and handled 43 cases/55 acts/43 subjects, with a total amount of nearly 1.5 billion VND.
Along with strengthening market inspection and control, local market management forces have strengthened coordination with sectors and functional forces such as police, border guards, customs, closely monitoring the area, especially in border areas and border gates to strictly control the transportation and trading of smuggled and counterfeit goods. Accordingly, after launching the peak period against smuggling, trade fraud and counterfeit goods in the last months of 2024; before, during and after the Lunar New Year 2025, in December alone, the whole province detected and handled 47 cases/47 subjects/50 administrative violations with a total amount of nearly 610 million VND. The total budget revenue was nearly 289 million VND. Accumulated in 12 months, 1,174 cases were inspected, 1,068 cases/1,068 subjects/1,212 violations were detected and handled, equal to 104% of the number of cases handled compared to the same period, with a total amount of over 28 billion VND, equal to 147% compared to the same period.
Mr. Nguyen Dinh Hung, Director of the Provincial Market Management Department, said: To ensure consumer safety and implement civilized trade, the Provincial Market Management Department continues to thoroughly grasp and seriously implement the direction of the Central Government as well as the province. The unit has specifically identified routes, areas, subjects, and key products to develop plans and solutions for market inspection and control, and assign specific tasks to working groups. Strengthen inspection of compliance with legal regulations on goods quality management, quality standards, and technical regulations for food, fertilizers, gasoline, household electrical appliances, and consumer goods. Focus on inspecting, controlling the market and strictly handling administrative violations of goods with high consumer demand at the end of the year and Lunar New Year such as firecrackers, fireworks of all kinds, cigarettes, gasoline, liquefied petroleum gas, alcohol, beer, soft drinks, food, electronics, refrigeration, clothing, shoes, livestock, poultry, livestock and poultry products... In particular, control goods traded in the online environment such as e-commerce platforms, websites, social networks such as Facebook, TikTok, Zalo; check the quality, origin, and source of goods, compliance with legal regulations on national technical standards and regulations and announcement of goods quality standards, food safety.
The unit also closely coordinates with functional sectors and forces such as: Police, Customs, Border Guard, Specialized Inspectorate... to regularly review and inspect the circulation stage, especially goods transported from the border to the inland on both land and sea routes, warehouses, wharves, goods gathering points, commercial centers, supermarkets, wholesale markets, food production and trading establishments. Proactively coordinate with press and media agencies to report on inspection and violation handling activities during peak periods; combine inspection and violation handling with mobilizing organizations and individuals in production and business to participate in the fight against smuggling, trade fraud, and counterfeit goods in diverse and practical forms; sign commitments not to trade in prohibited goods, counterfeit goods, smuggled goods, poor quality goods, goods of unknown origin; inspect and strictly handle businesses that have signed commitments to violate.
