Attending the conference were leaders of the Provincial People's Committee, the Standing Committee of the Provincial Steering Committee for Disaster Prevention and Control; members of the Provincial Steering Committee for Disaster Prevention and Control in charge of Gia Vien and Nho Quan areas; leaders of relevant departments, branches and sectors; leaders of Nho Quan and Gia Vien districts.

At the conference, members of the Provincial Steering Committee for Disaster Prevention and Control and leaders of Nho Quan and Gia Vien districts reported on the situation of floods and storms and the lives of people in affected areas.

Accordingly, due to the influence of storm No. 3 and the tropical convergence zone connecting with the low pressure area (weakened from storm No. 3), there was heavy and very heavy rain in the province, the rainfall measured from September 5 to September 12 was over 400 mm. In addition, in the past few days, very heavy rain has continuously occurred in the North, the water level on Hoang Long River and Day River is continuously above alert level 3. It is forecasted that at 7:00 p.m. on September 12, the water level on Hoang Long River at Ben De is likely to rise to 5.3 m. According to the assessment of professional agencies, this is a typical and prolonged flood with complicated developments. Currently, the whole province has more than 3,000 households flooded; thousands of hectares of rice and crops affected, 5 traffic routes are cut off...

Localities also organize water pumping and drainage plans suitable to the actual situation.

Faced with the complex developments and dangerous levels of flood water on rivers, Ninh Binh province has developed response scenarios. At the conference, delegates discussed the worst-case scenarios when having to release spillways at the dykes on the Hoang Long River, the "4 on-site" preparation plan, including: on-site command, on-site means and materials; on-site forces, on-site logistics to be ready for rescue. Comrades in the Provincial Steering Committee for Flood and Storm Prevention and Control also stated that although Ninh Binh's dykes are quite solid, after the historic flood in 2017 along with geological and time fluctuations, the resilience of the dykes has decreased, therefore, the forces need to be proactive in being on duty and analyzing, closely monitoring the situation to have appropriate response measures.

Concluding the conference, Chairman of the Provincial People's Committee Pham Quang Ngoc requested the entire political system to focus on responding to floods after storm No. 3. Consistently propagating and mobilizing people to clearly understand the complicated situation of flood water on the Day River and Hoang Long River. Correctly recognizing the irrigation works on the Hoang Long dike, due to the process of use, the ability to withstand flood pressure has decreased, some sections have subsided, and the elevation is lower due to geological changes. Therefore, in leading, directing and operating flood control works, it is necessary to comply with the process to ensure practicality and in accordance with approved plans.

Since the storm No. 3, the Party Committees and authorities of districts and cities have taken very serious and proactive measures, causing no loss of life to the people, ensuring basic assets, and no major damage. The people's spirit remains optimistic, trusting in the leadership and direction of the Party Committees and authorities. The fields of agricultural and industrial production are basically guaranteed and maintained.

According to the forecast, the flood on Hoang Long River at Ben De at 7:00 p.m. tonight (September 12) will peak at 5.3 m, right at the spillway discharge point; at 1:00 a.m. tomorrow morning (September 13), the flood peak will tend to go down, combined with the tide, so the flood water will likely decrease. With the flood developments and the actual situation as above, the Chairman of the Provincial People's Committee requested the Standing Committee and members of the Provincial Steering Committee for Flood and Storm Prevention and Control to focus on analyzing and assessing the situation scientifically and reasonably, based on practice and consistent with the viewpoint of not being subjective, hasty, or hasty. Clearly identify the situations to prepare but must ensure the correct general procedure, that is, when the water level on Hoang Long River at Ben De rises to 4.90 m, issue a warning order to evacuate people. Based on the actual situation when the flood reaches its peak of 5.3 m, implement the plans that have been developed in a reasonable and scientific manner.

The Chairman of the Provincial People's Committee also directed the two districts of Nho Quan and Gia Vien and related sectors to strictly implement the 24/24h duty regime to ensure the number of troops, conduct regular patrols on the dikes, and report and handle promptly. Speed up the propaganda work for people in the flood discharge area not to be subjective, not to panic, and at the same time be ready to carry out the State's orders to proactively arrange personal belongings and move to a safe place when a flood discharge situation occurs. Mobilize enough police and military forces according to the agreement and on-site forces of communes and towns; ensure good logistics for the forces participating in flood control...

The police, military, relevant sectors and localities closely coordinate to have a plan to operate Lac Khoi spillway, ensuring both principles and suitability to the actual situation.

In addition, he also directed all sectors and localities to focus all resources on taking care of the people, not to let food, boats, and medicine be lacking to stabilize people's lives. Regarding relief work, the Vietnam Fatherland Front Committee and the Red Cross at all levels were assigned to receive and distribute according to plan, not to let the situation of relief teams suddenly becoming unsafe when moving to flooded areas.
