Deputy Minister of Education and Training Pham Ngoc Thuong gave instructions when inspecting the implementation of Circular 29 in localities.
However, the Ministry of Education and Training said that there are still localities that are slow to issue guidance documents and promulgate local regulations, leading to confusion in implementation; coordination between departments and sectors in implementing regulations on extra-curricular teaching in some places is not timely, so a number of teachers who need extra teaching are worried.
The direction for educational institutions to adjust their school's educational plans to comply with the circular's regulations in some places was not timely and ready; leading to the sudden cessation of extra teaching in schools, affecting the psychology of students and their parents.
Objective issues such as lack of schools; parents relying on schools and teachers due to lack of time and knowledge to tutor their children; high expectations for their children's academic performance; pressure from exams; students not being truly proactive in learning and not being able to self-study... also create concerns when Circular No. 29 is implemented.
Put self-study results into evaluation and competition
In the coming time, the Ministry of Education and Training requires the Departments of Education and Training to direct educational institutions to effectively use facilities and teaching staff to implement the general education program, ensuring that students study correctly and sufficiently all compulsory subjects/educational activities and elective subjects to meet the requirements of the program.
Educational institutions must continue to innovate testing and assessment methods and forms in the direction of developing learners’ qualities and abilities. The creation of regular and periodic tests and assessments, admissions at the beginning of the level, entrance exams for grade 10, etc., must be consistent with the requirements of the 2018 General Education Program, and must not put pressure on students to study more.
Survey and classify students' levels to have a plan to arrange classes and teachers to review and train students appropriately. Do not organize review sessions indiscriminately, for the wrong subjects, ineffectively, causing waste.
Build a learning support model in schools under the guidance of teachers. Organize students to study on their own in the second session to enhance their self-study and research capacity based on teachers' guidance. "Depending on the actual situation and each specific stage, consider launching practical and effective self-study movements; make "self-study" results a competition and assessment target during the school year," the Ministry of Education and Training's direction stated.
The Ministry of Education and Training also requested the Departments of Education and Training to guide and support teachers, organizations and individuals to smoothly carry out administrative procedures according to regulations to register for extra teaching and learning in accordance with regulations. Strengthen inspection and examination to strictly handle violations; commend and reward, and promote examples of dedicated groups and individuals for students.
In the long term, the Ministry of Education and Training recommends that the Departments of Education and Training advise localities to build enough schools and classrooms and ensure quality so that all students of universal education age can go to school, reducing pressure on enrollment, especially in big cities, industrial zones, and densely populated areas, and resolutely not allowing students of universal education age to not go to school.
