On the morning of July 15, the Navy Political Department held the Emulation Congress for the period 2019-2024. Lieutenant General Nguyen Van Bong, Secretary of the Party Committee and Political Commissar of the Navy attended and directed.

Delegates of the Navy Political Department included Colonel Vu Anh Tuan, member of the Standing Committee of the Party Committee of the Navy, Chief of Navy Politics, Chairman of the Emulation and Reward Council of the Political Department; Rear Admiral Pham Van Luyen, Secretary of the Party Committee, Deputy Chief of Navy Politics; comrades in the Standing Committee of the Party Committee, heads of the Political Department and comrades in the Party Committees and commanders of agencies and units under the Department; representatives of typical and advanced collectives and individuals in the Emulation movement for Victory in the period of 2019-2024.

Over the past 5 years, the emulation and reward work and the emulation movement to win of the Navy Political Department have been actively, comprehensively, in-depth and in the right direction, with focus and key points; innovated and created in implementation and had many progressive changes. The emulation movement is associated with the commendation work and movements and campaigns; closely follows the key political tasks and breakthroughs of the Department; focuses on overcoming weaknesses and weak points; attaches importance to fostering and replicating advanced models...

The emulation movement to win has truly become a driving force, promoting the combined strength, promptly encouraging and motivating all cadres, employees and soldiers of agencies and units in the whole Department to overcome all difficulties, unite as one, complete all assigned tasks well, build a comprehensively strong Department "Exemplary, typical", and a clean and strong Party organization.

From the emulation movement, the organizational work has focused on improving the leadership capacity and fighting strength of party organizations; building party committees and party cells according to the "4 good" criteria, building a team of vanguard and exemplary cadres and party members. The cadre work has been carried out correctly and fully in all contents; especially creating and creating a source of cadres to meet the requirements of developing the new force of the Army. Security protection work has been deployed comprehensively and closely, ensuring absolute political safety. Mass mobilization work has been expanded in breadth and depth, with many new contents being deployed such as the program "Vietnam Navy as a fulcrum for fishermen to go offshore and stick to the sea", the activity "Navy sponsors fishermen's children"...

The Military Procuracy and Court of the military service, the quality of practicing the right to prosecute, supervising judicial activities and trying cases in accordance with the law; promoting coordination in disseminating and educating the law for the subjects. Group 22 gradually builds its brand in the direction of "tourism standards"; annually welcomes and serves tens of thousands of visitors to ensure care and safety. The art troupe promotes its tradition, actively practices, builds many new programs, and constantly improves the quality of performances to serve the army, the people and the national defense foreign affairs mission...

In the period of 2024-2029, the Political Bureau determined to continue to thoroughly grasp the Party's viewpoints and guidelines, Ho Chi Minh's thought on patriotic emulation; circulars and instructions on emulation and reward work. Innovate the content, form and method of organizing emulation and reward work, overcome limitations and shortcomings, create direct motivation to build a comprehensively strong Bureau "Exemplary, typical", a clean and strong Party Committee of the Bureau, strong command and mass organizations, operating in accordance with their functions. Agencies and units have a healthy cultural and spiritual life; 100% of officers and soldiers are ready to receive and complete assigned tasks well...

At the congress, 5 presentations and typical reports of collectives and individuals clarified the results of emulation and reward work and the emulation movement for victory in the period of 2019-2024, and proposed a number of tasks and solutions to improve the quality and effectiveness of emulation and reward work and the emulation movement for victory of the Political Department in the coming time.

The Navy Political Commissar requested that in the coming time, in order to fulfill its assigned functions and tasks, the Political Department needs to continue to innovate emulation and reward work, promote the emulation movement to win, focusing on the following contents.

First of all , it is necessary to thoroughly grasp and well implement the Party's directives and resolutions and Ho Chi Minh's thought on patriotic emulation; make all cadres, employees and soldiers correctly aware of the position, role and importance of emulation and reward work and the emulation movement to win. Make emulation truly permeate the life, study and work of the army, becoming a voluntary need and regular work of cadres and soldiers. Emulation must contribute to building a steadfast political stance, absolute loyalty to the Party, the Fatherland and the people, ready to receive and complete tasks well in all situations.

Second, strengthen the leadership and direction of Party committees, political commissars, commanders, political agencies and the role of Emulation and Reward Councils at all levels. Regularly innovate the content, form and method of organizing emulation. Emulation must be close to the practical life and activities of the army. The theme must be concise and easy to remember, the content must be clear, the targets must be specific, the form must be rich and exciting right from the grassroots, at the same time arousing the enthusiasm of the army; do not use orders but need to create motivation for cadres and soldiers to enthusiastically compete and strive, in order to promote the combined strength, creating great motivation to successfully complete all tasks.

Third, the emulation movement of the Department to win must closely follow the political tasks of the unit. Focus on emulation to build a comprehensively strong Department, "exemplary, typical", a clean and strong Party Committee of the Department; improve the quality of staff work, propose to the Party Committee and the Command of the Service on policies, solutions for leadership, direction, organization to build a politically strong Service, improve the leadership capacity and fighting strength of the Service Party Committee; direct, guide, and effectively carry out Party work, political work in the tasks...

The Navy Commissar emphasized: The Party Committee and the Command of the Service believe that, with the glorious tradition, outstanding achievements and experience over the years, in the coming time, the Party Committee, commanders and all officers and soldiers of the Political Department will continuously promote achievements, continue to promote the Emulation and Reward movement to new heights, creating an important driving force to contribute to the successful completion of all assigned tasks, together with the forces in the Service to firmly protect the sovereignty of the sea and islands of the Fatherland and maintain a peaceful and stable environment for national development.

From 2029 to present, 5 collectives and 4 individuals have been awarded the Fatherland Protection Medal of various ranks by the Party and State; 11 collectives have been awarded the Emulation Flag by the Prime Minister, the Ministry of National Defense, and the Navy Command. Hundreds of collectives and individuals have been awarded at all levels. At the Emulation Congress for Victory in the period of 2019-2024, 11 collectives and 22 individuals with outstanding achievements were honored and awarded.
