Hai Duong announces administrative reform index of departments, branches, sectors, and district-level People's Committees in 2024

Hai Duong Provincial People's Committee has decided to approve and announce the 2024 Administrative Reform Index of departments, branches, sectors and People's Committees of districts, towns and cities.

6 departments, branches and sectors increased in rank compared to 2023

In 2024, the results of the Administrative Reform Index of departments, branches and sectors of Hai Duong province will be determined into 2 groups of points.

The group achieving a composite index of 90% or higher compared to the maximum score (no component criteria below 80%) has 3 units. The Department of Transport (now the Department of Construction) continues to rank first among departments, agencies and sectors with a composite index of 93.08%. The Department of Home Affairs ranks second with 90.41%, the Department of Information and Communications (now the Department of Science and Technology) ranks third with 90.3%.

The group achieving a composite index from 80% to below 90% of the maximum score (no component criteria below 70%) has 15 units, ranked in order of score from high to low, include: Department of Agriculture and Rural Development (now Department of Agriculture and Environment), Department of Education and Training, Provincial People's Committee Office, Department of Finance, Department of Culture, Sports and Tourism, Department of Construction, Department of Justice, Provincial Inspectorate, Department of Health, Department of Labor, War Invalids and Social Affairs (now Department of Home Affairs), Department of Industry and Trade, Provincial Industrial Park Management Board, Department of Planning and Investment (now Department of Finance), Department of Natural Resources and Environment (now Department of Agriculture and Environment).

No department or sector has a composite index below 80%.

There are 6/18 units with administrative reform index increased compared to 2023 including the departments: Transport (now the Department of Construction); Department of Construction; Justice; Labor, War Invalids and Social Affairs (now the Department of Home Affairs); Planning and Investment (now the Department of Finance); Health and Industrial Park Management Board.

Of which, the Department of Health increased the most (up 2.39%), ranking up 6 places compared to 2023. The Department of Natural Resources and Environment decreased the most (down 4.72%), ranking down 5 places compared to 2023, ranking last in the ranking of departments, branches and sectors.

Nam Sach and Kim Thanh districts lead the district-level People's Committee bloc.

For the district-level People's Committee, the group achieving a composite index of 90% or more compared to the maximum score (no component criteria below 80%) has 2 Units include People's Committees of Nam Sach and Kim Thanh districts.

Nam Sach District People's Committee ranked first with 91.5%, Kim Thanh District People's Committee ranked second with 90.8%.

The remaining 10 districts, towns and cities all belong to the group that achieved a composite index of 80% to below 90% of the maximum score (no component criteria below 70%), ranked in order of score from highest to lowest, including: Chi Linh City, Hai Duong City, Ninh Giang, Gia Loc, Cam Giang, Kinh Mon Town, Binh Giang, Thanh Ha, Thanh Mien, Tu Ky.

No district-level People's Committee has a Composite Index below 80%.

10/12 units have an administrative reform index higher than in 2023. Of which, the highest increase is Kim Thanh District People's Committee (up 2.21%), ranking up 1 place compared to 2023; the highest decrease is Kinh Mon Town People's Committee (down 0.5%), ranking down 4 places compared to 2023. Tu Ky District People's Committee is at the bottom of the rankings with 85.25%.

Action method 2

The average index of departments, branches and sectors decreased, while the district People's Committee increased.

Based on this result, there are 5 heads of departments, branches, sectors and localities who have excellently completed their tasks, including: Directors of the Department of Transport (now the Department of Construction), Department of Home Affairs, Department of Information and Communications (now the Department of Science and Technology) and Chairmen of the People's Committees of Nam Sach and Kim Thanh districts.

Heads of the remaining departments, branches, sectors and localities were ranked as having completed their tasks well.

According to the assessment of the People's Committee of Hai Duong province, the implementation of the plan and organization of the assessment to determine the Administrative Reform Index in 2024 have ensured the right schedule and closely followed the prescribed criteria.

In 2024, administrative reform in the province continued to achieve positive and comprehensive results. Many important reform policies and institutions were approved.

Administrative procedure reform is closely linked with digital transformation and public service provision, which has been actively implemented, bringing many new efficiencies and benefits to people and businesses.

Many new reform models on reducing administrative procedure processing time and connecting and sharing data in administrative procedure processing are being piloted and applied.

Public finance reform has received attention, and has been managed closely and effectively. The construction and development of e-Government and digital Government have seen many changes...

Heads of a number of agencies and units have promoted a sense of responsibility, proactively and resolutely directed administrative reform work.

Thanks to that, the results of the 2024 Administrative Reform Index of 100% of departments, branches, sectors and People's Committees of districts, towns and cities all reached 80% or more.

However, through the implementation of the assessment of the Administrative Reform Index, it shows that there are still some limitations such as the quality of direction and management work, and the results of task implementation in some units have not been highly appreciated.

Propaganda work on administrative reform has not been diversified.

There are still some departments and branches that are slow to advise on the announcement and publicization of administrative procedures, and the digitization rate of administrative procedure results has not reached 100% according to the set target.

In some departments, branches, and sectors, there are units that are not determined to direct the reform of the organizational apparatus and the reform of the civil service regime...

While the average value of the Administrative Reform Index of the District People's Committee in 2024 reached 87.91%, 0.71% higher than in 2023, the average value of 18 departments, branches and sectors in 2024 was 88.52%, although still higher than the district level but down 0.78% compared to 2023.

In some localities, the issuance of the annual administrative reform plan is still a formality and not close to reality.

The organization of forums and dialogues to resolve problems for people and businesses has not seen the decisive participation of district-level leaders. There have been no strong initiatives or innovations in administrative reform...

Hai Duong Provincial People's Committee has pointed out the causes of the limitations and emphasized key solutions to overcome them.
