At the regular Government meeting in March 2025 held on the morning of April 6, Minister of Home Affairs Pham Thi Thanh Tra reported and announced the results of the ranking of the People's Satisfaction Index for the Services of State Administrative Agencies in 2024 (SIPAS 2024) and the Administrative Reform Index in 2024 (PAR INDEX 2024) of the People's Committees of provinces and centrally run cities.

Hai Phong and Hai Duong are both in the top 5 of the People's Satisfaction Index for the services of state administrative agencies.

The 5 provinces and cities with the highest SIPAS 2024 results are Hai Phong, Thai Nguyen, Hai Duong, Quang Ninh, and Ba Ria - Vung Tau.

SIPAS 2024 reached an average of 83.94%, an increase of 1.28% compared to 2023. People's satisfaction with policy formulation and implementation in general reached 83.84%, an increase of 1.35% compared to 2023, and satisfaction with public administrative service provision reached 84.09%, an increase of 1.12%.

The five lowest provinces are Bac Kan, Lang Son, Quang Nam, An Giang and Quang Ngai.

According to the report results, people surveyed nationwide are interested in policies at a fairly high level, ranging from 77.88% - 82.6% (an increase of nearly 2% compared to 2023).

Social order and security policies are the most concerned and economic development policies are the least concerned. The level of people's willingness to participate in giving opinions on policies is not high. The form of sending opinion forms to homes and agencies receives the highest support, but only 39.14% of people surveyed are willing to participate in giving opinions through this form. Only 9.53% of people surveyed are willing to participate in giving opinions on policies online.

What is special is that the level of people's willingness to participate in giving opinions on policies online on the website is low, only 1 locality reached 44.79%, the remaining 62 localities are in the range of 1.24% - 20%. Similarly, the level of people's willingness to participate in giving opinions on policies online on social networking platforms Zalo and Facebook, only 2 localities reached over 30%, the rest are in the range of 2.27% - 29.68%.

Regarding the quality of service provided by civil servants, more than 90% said that there were no civil servants causing trouble or harassment; 8.98% said that there were some civil servants causing trouble and harassment, and 0.96% said that there were many civil servants causing trouble and harassment.

Regarding the PAR INDEX 2024 of the People's Committees of provinces and centrally-run cities, there are 2 groups of points: Group A, achieving index results of 90% or higher, including 13 provinces and cities; Group B, achieving index results of 80% - below 90%, including 50 provinces and cities.

Hai Phong topped the rankings with a result of 96.17%, 4.3% higher and 1 rank higher than in 2023. This is the second time Hai Phong city has led the country in PAR INDEX 2024 (the last time was in 2021). In the 13-year history of assessment, Hai Phong has been in the top 5 localities leading the country in administrative reform for 12 consecutive years, of which 7 years ranked 2nd/63. Strong administrative reform efforts have helped this city create miracles during the renovation period.

In 2024, Hai Phong will become the first and only locality in the country to achieve double-digit growth for 10 consecutive years; attracting foreign direct investment (FDI) of 4.7 billion USD, 2.35 times higher than the plan.

Ranked 2nd out of 63 is Ba Ria - Vung Tau province with a result of 93.35%, up 3 ranks compared to 2023. Some other localities have also shown outstanding progress and achieved very positive results in administrative reform such as: Hanoi, ranked 3rd out of 63, reaching 92.75%; Quang Ninh ranked 4th out of 63, reaching 91.49%; Thai Nguyen, ranked 5th out of 63, reaching 91.47%.

Hai Duong is in group A with an index of 90%.

At the bottom of the PAR INDEX 2024 ranking is Cao Bang province, reaching 82.95%. However, Cao Bang's result is still 1.63% higher than the unit at the bottom of the 2023 ranking, An Giang, which only reached 81.32%.

SIPAS and PAR INDEX are two important tools to evaluate the results and impacts of administrative reform in a comprehensive, objective and multi-dimensional manner; helping localities analyze, compare and clearly identify the positive aspects and point out the shortcomings and limitations in each content and task of administrative reform in order to have measures to overcome, improve the effectiveness of administrative reform, and improve the quality of service to the people.

2024 is the 13th consecutive year that the Ministry of Home Affairs has coordinated with localities and relevant agencies to determine and publish the Administrative Reform Index of the People's Committees of provinces and centrally-run cities; it is the 8th year of implementing the measurement and determination of the People's Satisfaction Index for the services of state administrative agencies.

The implementation process was assessed by the Ministry of Home Affairs as serious, scientific, democratic, with close coordination between the Ministry and ministries, branches, and localities, especially the coordination and support of the Standing Committee of the Central Committee of the Vietnam Fatherland Front, the Central Committee of the Vietnam Veterans Association, and the Vietnam Post Corporation in organizing and implementing a large-scale sociological survey with nearly 90,000 samples, to collect opinions from officials, civil servants, and people on the results of administrative reform in localities; at the same time, to measure the level of people's satisfaction with the service of state administrative agencies.

To date, the Ministry of Home Affairs has completed the plan to identify indicators and has approved SIPAS 2024 and PAR INDEX 2024.
