Chairman of the Provincial People's Committee Vo Trong Hai requested the Director of the Provincial Police Department and heads of departments, branches and localities to be more determined in implementing Project 06.

On the afternoon of January 17, the Working Group implementing Project 06 of the provinces held an online conference to review 2 years of implementing Project 06 and deploy tasks and solutions for 2024.

In implementing Project 06 in the area, Ha Tinh has always received the attention and coordination of central ministries, departments and branches; the attention and assistance of the Ministry of Public Security, the Provincial Party Committee, the People's Council and the Provincial People's Committee.

The province has established 2,167 working groups to implement Project 06 (reaching a rate of 100%). Notably, after two years of implementation, the fundamental objectives have been basically achieved with 109 tasks. Of which, the number of completed tasks is 56; the total number of uncompleted tasks is 1; the total number of regularly implemented tasks is 38; the total number of tasks being implemented is 14.

Lieutenant Colonel Tran Huu Canh - Head of the Department of Administrative Management of Social Order (Provincial Police) reported on the results of 2 years of implementing Project 06; deploying tasks and solutions for 2024.

Online public services reached 68.9%; digitalization of records and results of administrative procedure (TTHC) settlement reached 55.15%. The level of satisfaction and evaluation of people and businesses in handling administrative procedures and providing public services in 2022 reached 86.4%, in 2023 reached 96.0% (up 9.6%); online payment in 2022 reached 0.77%, in 2023 reached 31.93% (up 31.1%).

In 2023, the index of serving people and businesses in performing administrative procedures and providing public services on the National Public Service Portal of Ha Tinh ranked 17th nationwide, up 9 places compared to 2022.

Regarding the results of implementing 25 essential public services: in 2 years, 463,572/614,719 records were received online, accounting for 72.24%. Of which, 11 public services of the police sector reached a rate of 79.36%; 14 public services of departments and branches reached a rate of 72.2%.

The conference was held online.

The results of implementing 2 groups of interconnected administrative procedures: birth registration, permanent residence registration, and issuance of health insurance cards for children under 6 years old received 7,843 online records, reaching a rate of 85.3%. Death registration, permanent residence cancellation, and funeral allowance received 1,393 online records, reaching a rate of 38.9%.

The provincial police have issued chip-embedded CCCD cards to more than 1.1 million eligible citizens in the province (above the set schedule); received more than 1 million applications, and activated more than 916,000 electronic identification accounts.

Ha Tinh is the second unit nationwide to complete the collection of chip-based ID card applications for 100% of eligible citizens and ranks 4th in terms of electronic identification account activation rate.

Regarding the results of implementing pilot models of Project 06, the Working Group advised the Provincial People's Committee to deploy 44 models according to the set roadmap. The initial implementation has achieved many positive results, promoting the implementation of digital transformation and Project 06 in the whole province.

In 2024, departments, branches and localities will continue to promote the implementation and provision of online public services, especially the 53 essential public services identified in Project 06 and Decision No. 422 of the Prime Minister; reduce and complete business processes, digitize records and results of administrative procedure settlement provided online; focus on implementing 2 interconnected public services...

At the conference, delegates also frankly pointed out the remaining problems such as: the rate of exploitation and reuse of digitized data information is still low, leading to the risk that people still have to declare information many times. The implementation of health insurance examination and treatment using CCCD cards at some hospitals and medical centers is not drastic, and the readers are not arranged according to standards, leading to the rate of successful lookups compared to the general level of the whole province is still low...

Regarding the key tasks in the coming time, the Chairman of the Provincial People's Committee requested the Director of the Provincial Police and heads of departments, branches and localities to be more determined in implementing Project 06. Promote the deployment and provision of online public services, especially the 53 essential public services identified in Project 06 to ensure the achievement of the set targets.

Widely deploy the application of electronic chip features on CCCD cards in the fields of finance, banking activities and a number of other socio-economic development fields according to the 5 key utility groups of Project 06 and Central guidance.

For the group of utilities serving socio-economic development, it is necessary to promote the implementation of cashless payments for 100% of subjects who have bank accounts during the Lunar New Year 2024. Assign the Department of Labor, Invalids and Social Affairs to preside over and be responsible to the Provincial People's Committee for directing and urging implementation. Promote health examination and treatment under health insurance using CCCD cards and electronic identification applications.

For the group of utilities serving the settlement of administrative procedures and providing online public services, local departments and branches need to continue to strictly implement the tasks under the direction of the Provincial People's Committee on administrative procedure reform.

Arrange enough equipment to serve people to submit documents online at one-stop shops at all levels, change the mindset from "doing it for them" to "supporting, guiding, and showing them how to do it" to improve digital skills for people and businesses, especially vulnerable groups, to change the habit of using paper documents to using electronic documents, gradually forming digital citizens and a digital society.

Regarding the group of utilities serving the development of digital citizens, the Provincial Police need to focus on preparing conditions to ensure implementation when the Law on Citizen Identification (amended) takes effect from July 1, 2024; receiving, guiding the installation, activation, and use of electronic identification accounts, striving to complete the issuance of electronic identification accounts to eligible citizens who have been issued CCCD in the area.

Regarding the task of perfecting the ecosystem serving the connection, exploitation, and enrichment of population data, the Chairman of the Provincial People's Committee requested units and localities to focus on reviewing and accelerating the completion of the collection, updating, and cleaning of specialized databases (social insurance data, tax data, banking and financial data, etc.) to serve the connection and sharing to enrich the national population database.

The conference also commended 10 collectives and 20 individuals with outstanding achievements in implementing Project 06.
