Associate Professor, Dr. Chu Tien Quang , former Head of the Rural Development Policy Department (Central Institute for Economic Management) emphasized the above when discussing with Kinh te va Do thi about the content of the Law on the Capital (amended) recently passed by the National Assembly.
Agriculture is always the mainstay
The Capital Law (amended) has just been passed by the National Assembly. What do you think about the new points of the Law?
- Compared to the old Capital Law, the revised Capital Law has many new points. Notably, for the first time, the issue of agriculture and rural areas has been mentioned by the National Assembly as a separate article (Article 32).
Article 32 has mentioned the basic issues in the general orientation of agricultural and rural development; specific mechanisms and policies under the decision-making authority of the People's Council and People's Committee of Hanoi. This will create new momentum, as a basis for Hanoi to implement with the goal of sustainable agricultural and rural development in the coming period.
The inclusion of agricultural and rural content in the Law on the Capital (amended) shows that this is still a particularly important field, don't you think?
- Not only in Hanoi but also nationwide, agriculture is always considered the pillar of the economy. As the capital, Hanoi's agricultural land area still accounts for 70% of the total natural land area; the rural population accounts for half of the total population.
Therefore, although the urbanization and industrialization of Hanoi are taking place at a very fast pace, how to develop agriculture and build new rural areas to both improve the material and spiritual life of the people and preserve, conserve and promote traditional and modern cultural features is a very important issue.
Need to have planning soon
To gradually put the Capital Law (amended) into practice, what do you think needs to be done first?
- The Law on the Capital (amended) directs the development of ecological agriculture in the Capital to follow the sustainable agricultural model, creating products that are both high quality, ensure food safety and have high economic efficiency. This is also a requirement in the short and long term.
To develop such an agriculture, it is impossible to produce on a small, fragmented, and dispersed scale. Therefore, planning concentrated agricultural production areas in accordance with natural and ecological conditions associated with market demand is an urgent requirement.
Planning for the development of Hanoi's agriculture and rural areas, both traditional and modern, is of special importance, not only helping to shape the capital's agriculture but also creating a driving force to attract resources: investment capital, technology and human resources of organizations and individuals to participate in the development of this field in the coming years.
Furthermore, if the planning for agricultural and rural development in Hanoi is not built soon according to the above orientation, it will easily lead to unsustainable development, lack of identity and possibly lose many material and cultural values, which are still considered assets.

Can you share your vision of a plan for agriculture and rural areas in Hanoi ?
- The planning of agriculture and rural areas in the capital needs to clearly distinguish 3 areas, namely: inner city, suburban and suburban areas. For the suburban areas, this is a purely agricultural area, which can be oriented towards developing ecological agriculture, commodity agriculture, combined with tourism. There needs to be good infrastructure (transportation, irrigation, electricity) to serve agriculture so that it is a stable and long-term agricultural area.
For suburban areas, agriculture focuses on developing flowers, ornamental plants, environmental landscapes; combining ecology with experiential agriculture... For inner-city areas, we should focus on developing urban agricultural models, promoting the value of craft villages and craft streets...
Implementing the planning for agricultural and rural development in Hanoi requires accompanying state management solutions from the city level to the district, commune and ward levels. Good management of the implementation of the planning for agricultural and rural development will turn the planning into an effective tool to implement the development of the capital's agriculture and rural areas in accordance with the direction prescribed by the Law on the Capital (amended).
Make good use of "controlled testing"
The amended Law on the Capital allows Hanoi to have special mechanisms and policies to develop agriculture and rural areas. In your opinion, how can the city effectively exploit this incentive ?
- Article 32 of the Capital Law (amended) provides Hanoi with a special mechanism and policy, which is a controlled pilot mechanism. This is obviously a positive mechanism that can help the city create a new breakthrough in agricultural and rural development. However, during the implementation process, the agency that proposes the solution needs to closely monitor and control, not allowing arbitrary development as stipulated in Article 25 on "Controlled Pilot".
This requires Hanoi to build a process to strictly control and evaluate activities in piloting new models or production methods from the beginning. Timely change or resolutely stop if the pilot activities do not bring high value and are not sustainable.
Creating mechanisms and policies specific to Hanoi in the Law on the Capital (amended) is very necessary and needs to be implemented soon to create a new breakthrough for the development of agriculture and rural areas in Hanoi in the coming years. However, anything new contains both positive and negative aspects. What needs to be done is to promote the positive and limit the negative, and the indispensable tool is control.
What recommendations do you have for Hanoi so that the Capital Law (amended) can truly bring positive value to agricultural and rural development ?
- Hanoi must envision the context and picture of the capital's agriculture and rural areas in the next 5, 10, or even 30 years, from which to organize research and propose solutions to effectively utilize the specific mechanisms and policies of the Capital Law (amended).
The first thing to do, as I mentioned, is to soon develop a long-term agricultural and rural development plan for the three aforementioned regions based on reviewing and evaluating objective and subjective factors; in accordance with existing practical conditions as well as newly emerging possibilities.
On the basis of planning, it is necessary to apply the provisions in Article 25 on "Controlled Piloting" creatively and effectively to attract investment, test new methods, move towards changing modern agricultural production methods, and form rich rural models.
