On the morning of November 28, Soc Son District Party Committee held a conference to summarize Program No. 04-CTr/TU of Hanoi Party Committee and Program No. 02-CTr/TU of Soc Son District Party Committee.
Implementing Program No. 04-CTr/TU of the Hanoi Party Committee on "Promoting the effective implementation of the National Target Program on new rural construction associated with restructuring the agricultural sector and developing the rural economy, improving the material and spiritual life of farmers in the period of 2021 - 2025", Soc Son District Party Committee promptly issued Program No. 02-CTr/HU to direct implementation throughout the Party Committee, Party committees and authorities at all levels from the district to the grassroots and all classes of people.
Up to now, after more than 4 years of implementing Program No. 04-CTr/TU of the Hanoi Party Committee, the whole Soc Son district has 11 communes that have completed the advanced new rural area; it is expected that by the end of 2024, 7 more communes will be eligible to be recognized as communes meeting the advanced rural area standards. In addition, the district has 11 communes that have completed the model new rural area, exceeding the target assigned by Hanoi City and the entire term of the 12th Soc Son District Party Congress.
Regarding the goal of an advanced new rural district, currently, the District Party Committee and People's Committee of Soc Son district are actively directing departments, offices and units to advise on improving the criteria; striving to complete the dossier and supporting documents to submit to competent authorities of Hanoi City and the Central Government for consideration and appraisal of Soc Son district to meet advanced new rural standards in 2025.
Speaking at the Conference, Secretary of Soc Son District Party Committee Bui Duy Cuong requested departments, offices, units and 25 communes to continue to closely follow the regulations of the Central Government, the direction of the Hanoi Party Committee - People's Committee to effectively implement the criteria, striving to make Soc Son an advanced new rural district by 2025.
In the immediate future, the District People's Committee is requested to direct units to complete the appraisal and assessment of 7 communes that are eligible to reach the advanced new rural finish line according to the 2024 plan; at the same time, promptly complete the documents and procedures to submit to the Hanoi New Rural Appraisal Team for assessment according to regulations.
Emphasizing the important role and significance of all classes of people in building new rural areas, Secretary of Soc Son District Party Committee Bui Duy Cuong requested local Party committees and authorities to continue to promote propaganda work; promote the role of the people as the main subject in building advanced new rural areas and model new rural areas. Determining the goal of building new rural areas "with a starting point but no ending point", striving to build new rural areas in a substantial and effective manner.
Secretary of Soc Son District Party Committee Bui Duy Cuong also requested departments, offices, and People's Committees of communes to continue to pay attention to economic development, restructuring the agricultural sector towards increasing value and sustainable development. Promote the application of scientific and technological advances to develop key agricultural products, OCOP products according to the value chain, combined with attracting investment, developing services and tourism.
In addition to continuing to pay attention to doing a good job in planning and land management, Secretary of Soc Son District Party Committee Bui Duy Cuong also requested departments, offices and People's Committees of communes to pay attention to investing and synchronously developing infrastructure systems towards civilized and modern urban areas, creating conditions for economic sectors to develop, thereby constantly improving the material and spiritual life of the people.
On this occasion, the Hanoi People's Committee decided to award Certificates of Merit to 15 groups and 20 individuals for their positive contributions in implementing Program No. 04-CTr/TU of the City Party Committee. Soc Son District also awarded many certificates of merit to groups and individuals who successfully implemented Program No. 02-CTr/HU of the Soc Son District Party Committee.
In the period of 2025 - 2030, Soc Son district aims to continue to maintain and improve the quality of criteria in 100% of communes that have met advanced new rural standards and model new rural standards; strive to complete 100% of communes meeting advanced new rural standards, 80% of communes meeting model new rural standards; have 2 communes recognized as smart new rural areas by 2030; and at the same time complete the task of building an advanced new rural district by 2025.
