Capital to save Hanoi farmers

With the worry of finding investment capital

Mr. Le Van Treo's farm in Chau Mai village, Lien Chau commune (Thanh Oai district) has a scale of nearly 10 hectares, raising thousands of laying ducks and commercial fish. With a closed duck farming model combined with high-tech fish farming, on average, each year, Mr. Treo's family sells more than 4 million duck eggs and nearly 100 tons of various types of fish to the market, earning a profit of 700 million VND.

“With the cost of feeding more than 10,000 laying ducks up to tens of millions of VND per day, my family cannot help but worry about investment capital. From 2014 to now, my family has borrowed twice from the Agricultural Promotion Fund (each time 450 million VND). Thanks to the large capital source, and timely disbursement, my family's business is getting better and better, repaying the debt on time" - Mr. Treo shared.

According to Mr. Bui Van Can in Tan Xa commune (Thach That district), in recent years, livestock farming has faced many difficulties, input material prices have increased, while product output has been unstable. However, thanks to a loan of 500 million VND from the Hanoi Agricultural Promotion Fund, his family has raised 2,000 more commercial chickens (crossbred with sugarcane chicken), bought food and expanded the scale of the farm.

Assessing the effectiveness and spread of the Agricultural Extension Fund, Director of the Hanoi Agricultural Extension Center Vu Thi Huong informed that the Agricultural Extension Fund has helped households in the city boldly change the structure of crops and livestock, organize large-scale production, and use loans for the right purposes.

Thanks to this source of capital, many households have become rich, contributing to economic development and promoting the new rural construction program in the locality. In recent times, the Agricultural Promotion Fund has often allocated 15-20% of the total capital disbursed in the year to prioritize lending support to concentrated commodity production areas and areas converting crop structure according to local planning.

Careful appraisal and tight loan management

Nguyen Duy Nam, Head of the Agricultural Extension Fund Management Department (Hanoi Agricultural Extension Center), said that the Fund is for lending working capital such as seeds, food, veterinary medicine, labor, etc., of which people must contribute 50% to increase responsibility.

 

To improve the operation of the Agricultural Extension Fund, the Agricultural Extension Center and units of the capital's agricultural sector need to coordinate with local authorities to focus on surveying the capital loan demand for concentrated production areas, loans to buy machinery and equipment for mechanization in production. At the same time, conduct timely appraisal and disbursement to meet the capital demand for production development of farming households.

When evaluating a loan plan for livestock farming, it is necessary to carefully consider the collateral, the wishes of the borrower, and the farm, warehouse, location, and crops grown for animal feed. For example, in terms of barn size, the barn for raising cows must be more than 4m2/head, the barn for raising pigs must be more than 1m2/head, and the barn for raising chickens and ducks must be 10 heads/m2. Along with that, it is necessary to meet the physical facilities, electricity, water, feeding troughs, etc., which are adequate and meet the standards.

During the production process of households approved for loans, fund management officers in districts and towns must regularly check whether they are using the capital for the right purpose or not. If not, it must be recovered immediately.

Director of the Agricultural Service Center of Thach That District Nguyen Bui Hai said that in order to use the Agricultural Promotion Fund capital for the right purpose and avoid risks and capital loss at the lowest level, the center's specialized staff always work closely to promptly resolve difficulties and problems of households borrowing capital in the district.

If the loan is not used for the intended purpose, the loan will be recovered before the due date and households affected by epidemics, natural disasters, or difficulties will be considered for an extension of repayment.

According to the leader of the Hanoi Agricultural Extension Center, in the coming time, the Agricultural Extension Fund will continue to effectively use loan capital to support farmers in developing production and will prioritize supporting high-tech application models.

Along with that, develop and replicate large-scale specialized agricultural production models, production chains, post-harvest processing and preservation models. Thereby, creating many high-quality products, ensuring food hygiene and safety to supply to the people of the capital.
