Regulation No. 144-QD/TW: determined to build the Party on ethics

New points on the moral qualities of cadres and party members

Before Regulation No. 144, in many documents, our Party had pointed out the requirements for cadres and party members in the Party Charter, Regulation No. 37-QD/TW of the Central Executive Committee on what party members are not allowed to do; Resolution of the 4th Central Committee (term XII) on Party building, Regulation No. 08 of the Central Executive Committee on the exemplary responsibility of cadres and party members, first of all members of the Politburo, members of the Secretariat, and members of the Central Executive Committee. By Regulation No. 144, the ethical standards of cadres and party members have been generalized in a comprehensive, complete, specific, concise, brief manner and raised to a new level.

Regulation No. 144, consisting of 6 articles with 21 points, has been developed, perfected, and systematized specifically the viewpoints of our Party on Party building and building the contingent of cadres and party members in the new situation. This regulation has received the welcome, excitement, and high consensus of a large number of cadres, party members, and people, and it is believed that our Party has stipulated many new points.

The regulation emphasizes the first standard that cadres and party members must love the country, respect the people, and be absolutely loyal to the Party and the Fatherland. This is the fundamental standard for cadres and party members to promote their mettle, innovate, be creative, and integrate; practice diligence, thrift, integrity, impartiality, solidarity, discipline, love, and responsibility; be exemplary, modest, cultivate, practice, and learn throughout life. The regulation also promotes the spirit of daring to think, daring to speak, daring to do, daring to take responsibility, daring to innovate, be creative, daring to face difficulties and challenges, and acting for the common good, for the country, and for the people of cadres and party members.

According to comrade Mai Quang Thang, Deputy Secretary of the Party Committee, Vice Principal of the Provincial Political School: "Regulation No. 144 also particularly emphasizes the word "integrity", purity, self-respect, honor, and dignity of cadres and party members. In particular, the regulation also emphasizes the standards of patriotism, respect for the People, and absolute loyalty to the Fatherland and the People. The regulation emphasizes courage, innovation, creativity, and integration. This is a very necessary standard in the current context when some cadres and party members do not dare to innovate, are afraid of mistakes, and are afraid of responsibility in their work. In particular, the standard that cadres and party members must respect the People is placed just after the standard of patriotism, showing that the spirit of our Party always taking the People as the root is also concretized into a standard for each cadre and party member".

Comrade Dang Thi Tuu, Party cell secretary and head of Quyet Thang residential group, Son Duong town (Son Duong) expressed her welcome and high consensus when Regulation No. 144 was issued. Comrade Tuu said that the first standard for cadres and party members is to love the country, respect the people, and be absolutely loyal to the Party and the Fatherland, which is very important, because only when cadres and party members truly work for the people, for the country, and love the Fatherland, can they be brave, innovative, creative, and integrated, and can overcome all temptations to practice diligence, thrift, integrity, impartiality, and selflessness.

Ms. Tran Linh Hue, Vinh Loi commune (Son Duong) said she was very excited when the Politburo issued Regulation No. 144. She is very passionate about the standard that cadres and party members must be exemplary, say what they do, do what they say, and do what they say. This regulation will also overcome the situation where some cadres and party members talk a lot but do little, and say what they do not do.

Exemplary leaders follow the rules

Regulation No. 144 also clearly states that cadres and party members must uphold the spirit of exemplary conduct and strictly implement the regulations. Comrade Nguyen Van Hieu, Secretary of the Party Committee of Yen Nguyen Commune (Chiem Hoa), said that if this regulation is well implemented, it will contribute to creating a clear change in Party building work, because when cadres and party members maintain integrity and do things that are beneficial to the nation and the people, the people will trust and agree.

According to comrade Hieu, in order for Regulation No. 144 to be seriously implemented, Party committees at all levels must link the implementation of the contents of Regulation No. 144 with the task of building and rectifying the Party, studying and following the moral example of Ho Chi Minh, and preparing personnel for Party congresses at all levels towards the 14th National Party Congress. In Yen Nguyen commune, immediately after being deployed by the higher-level Party committees, the Party Committee of Yen Nguyen commune met and disseminated to cadres and Party members in the Party Committee. The Standing Committee of the Party Committee of the commune instructed Party cells to incorporate the dissemination of Regulation No. 144 as a content in that meeting when organizing specialized Party cell activities.

Comrade Hoang Le Nhat, Party cell secretary, group leader of group 9, Hung Thanh ward (Tuyen Quang city) said that each cadre and party member, especially leaders and heads of agencies and units, must take the lead in implementing the standards. In the implementation process, it is necessary to attach importance to and promote the inspection and supervision role of Party committees, the Fatherland Front, mass organizations and the People in cultivating and practicing the ethical standards in this Regulation.

94 years since its birth and leading the revolution, our Party has always paid special attention to the work of Party building in terms of ethics. President Ho Chi Minh once advised that the ethics of a revolutionary is like the roots of a tree, like the source of a river, a river has a source to have water, without a source the river dries up. A tree must have roots, without roots the tree withers. A revolutionary must have ethics, without ethics no matter how talented he is, he cannot lead the people.

Implementing Regulation No. 144 seriously, voluntarily and regularly will help each cadre and party member truly imbued with revolutionary ethics, truly being frugal, honest, upright, impartial and selfless, contributing to pushing back the degradation of political ideology and lifestyle ethics of a significant number of cadres and party members, building our Party to be truly "ethical and civilized".
