On the morning of May 21, continuing the program of the 7th Session, Vice Chairman of the National Assembly, Senior Lieutenant General Tran Quang Phuong chaired the meeting, the National Assembly discussed in plenary session in the hall about a number of contents with different opinions of the draft Law on Roads.

Accordingly, at the meeting, the National Assembly listened to the report explaining, accepting and revising the draft Road Law and discussed a number of contents with different opinions of the draft Road Law; 23 National Assembly deputies expressed their opinions.
Through discussion, most of the opinions of the National Assembly deputies highly appreciated the sense of responsibility of the National Assembly Standing Committee, the Government, and the National Assembly agencies in closely coordinating with ministries, branches, and relevant agencies under the direction to conduct thorough research, organize in-depth seminars and discussions, conduct practical surveys, and collect more useful information to serve the reception, revision, and explanation. The opinions basically agreed on the structure and specific content of the draft law reception, revision, and the report on reception and explanation of the draft law revision of the National Assembly Standing Committee. At the same time, it was proposed to supplement the following basic contents: Proposing to review to ensure consistency in the legal system and between the two laws, accepting overlap but not contradiction and clarifying the scope of regulation; the consistency of the laws, clauses in the laws and ensuring feasibility; supplementary explanation of terms, prohibited acts, road development policies, resource mobilization for road network construction, contract ride sharing model, priority for development of certain types of roads, road network planning, land fund for roads, underground space, overhead limits, types of tourist passenger transport business, contract passenger transport, public passenger transport, resources for investment in road infrastructure, land use in safety corridors of various types of roads, dikes, regulations on installation of traffic safety signs, billboards, propaganda signs to avoid light and noise effects that affect the control of vehicles of traffic participants...
In the afternoon, Vice Chairman of the National Assembly Nguyen Duc Hai chaired the meeting, the National Assembly discussed in plenary session in the hall a number of contents with different opinions of the draft Law amending and supplementing a number of articles of the Law on Property Auction.
After being accepted and revised, the Draft Law has amended and supplemented 43 articles and abolished 3 articles of the current Law; added 3 new articles; increased 18 clauses compared to the Draft Law submitted to the National Assembly at the 6th Session, but mainly amended legislative techniques, without creating many new policies.
National Assembly deputies commented that the draft Law has inherited the viewpoint of building the Law on Property Auction as a formal law, providing uniform application of the order and procedures for auctioning assets that are required to be auctioned by specialized laws. To ensure clarity, ease of understanding, and ease of application in practice, opinions suggested that regulations be made in the direction of listing the types of assets that are required to be auctioned by current specialized laws based on review, ensuring conformity and consistency with the provisions of specialized laws.
In addition, delegates also participated in some specific contents of the draft such as auctioned assets; prohibited acts; auctioneer practice certificates; rights and obligations of property auction organizations; registration to participate in auctions; deposit and handling of deposit; auctions by direct voting at the auction and auctions by indirect voting; online auctions; sanctions for violations against auction winners who do not pay the auction winning money; cancellation of property auction results and legal consequences when canceling auction results; transitional provisions...
