On December 11, in Hoa Lu district (Ninh Binh province), the People's Committee of Ninh Binh province coordinated with the Vietnam Cinema Promotion and Development Association to organize a forum on "Film Crew Attraction Index and Film Production Environment in Vietnam"; at the same time, evaluate the index of localities in attracting film crews in Vietnam in 2024. Quang Ninh has entered the top 10 provinces and cities attracting film crews in Vietnam in 2024 out of a total of 37 participating provinces and cities.
First launched in November 2023, the Vietnam Film Promotion and Development Association - VFDA has developed the Production Attraction Index (PAI). PAI is designed to assess the attractiveness of localities to film crews. The main objective of PAI is to assess and enhance the attractiveness of different regions of Vietnam for film production activities. Thereby, it is a bridge between local authorities and the film industry. By making assessments based on the PAI, local authorities invite film production crews to choose Vietnam as a location.
PAI is built on a framework that addresses the essential needs of film production, including five key components, which represent a five-pointed star that guides filmmakers to potential filming locations: Financial Support (Assessing the availability of local grants, subsidies and incentives for filmmakers); Information Support (Measuring efforts to promote the destination to filmmakers and the film industry); Field Support (Assessing local efforts to connect film crews to stakeholders to facilitate filming); Legal Support (Assessing the ease of obtaining permits and complying with legal requirements); Infrastructure Availability (Assessing the availability and quality of film production facilities and resources).
In 2023 - the first year of implementation, PAI received strong response from provinces and cities across the country. Over the past year, the number of localities participating in applying this index has increased from 10 to 37, with many impressive results recorded. Quang Ninh joined in early 2024 and was in the top 10 provinces and cities in the index assessment of localities in attracting film crews in Vietnam in 2024.
Quang Ninh is a locality that attracts the attention of many domestic and international film crews. Quang Ninh has appeared in a number of movies. 30 years ago, in 1992, the movie Indochina by French director Régis Wargnier had many scenes filmed in Ha Long Bay. After winning the "Best Foreign Film" award at the 65th Academy Awards, the scenes in the movie were admired by audiences around the world. Many tourists after watching this movie wished to come and see Ha Long Bay with their own eyes. And the hotel where actress Catherine Deneuve stayed was also registered by many tourists to stay in the same room where the famous actress slept, considering it an honorable memory.
Then, in 2016, the Hollywood movie "Kong - Skull Island" also took many scenes in Ha Long Bay. Besides, there are also movies such as: "Sea Storm", a movie reflecting the revolutionary spirit, the indomitable will of the workers in the Mining Area; "Coal Season", a movie reflecting the spirit of emulation in labor of the Mining Area people; "Ha Long Tears", a beautiful love story of a couple born in Ha Long. In addition, there are many movies filmed in Quang Ninh, such as: "Moon Hill Memories", "Last Rainy Day of the Year", "Vertical Summer Afternoon", "Guong Troi" and recently the movie "Nguoi co su".
