On the morning of May 9, the Vietnam Federation of Commerce and Industry (VCCI) announced the Provincial Competitiveness Index 2023 (PCI 2023). Similar to PCI 2022, VCCI only announced the 30 localities with the highest PCI scores instead of 63 provinces and cities. And like many years ago, in this year's PCI rankings, Quang Ninh continued to rank first with 71.25 points.
According to VCCI, this locality has made a clear mark in reducing administrative burdens for businesses, with the "Time Cost" component index reaching 8.54 points, the highest in the country. Along with that, Quang Ninh continues to effectively implement business support programs, with the "Business Support" component index reaching 7.72 points, ranking 2nd in the country.
The province also ranked third in the country in its efforts to reduce the burden of informal costs for businesses, with the "Informal Cost" component index reaching 7.72 points.
The PCI index measures the quality of economic governance of provincial governments in 10 areas important to the development of private sector enterprises.
Accordingly, a locality is considered to have good governance when it has: 1. Low market entry costs; 2. Easy access to land and stable land use; 3. Transparent business environment and public business information; 4. Low informal costs; 5. Fast time for inspection, examination and implementation of regulations and administrative procedures; 6. Fair competitive environment; 7. Dynamic and creative provincial government in solving problems for businesses; 8. Support policies for businesses to implement to meet business needs; 9. Good quality of labor training; 10. Fair and effective dispute resolution procedures and maintained security and order.
“The PCI 2023 ranking results are based on an annual survey of over 8,000 domestic private economic sector enterprises (private enterprises) in 63 provinces and cities across the country; 1,500 foreign-invested enterprises; and nearly 6,000 newly established enterprises,” VCCI said.
Quang Ninh leads PCI for 7 consecutive years, Hanoi slides down.
With a big improvement in score (2.49 points) and an increase of 8 places compared to 2022, Long An province won the second place in the PCI 2023 rankings with 70.94 points. Businesses highly appreciated this locality for its efforts to cut informal costs for businesses with the "Informal Cost" index reaching 7.74 points, ranking 2nd out of 62 localities.
Long An province is also highly appreciated by businesses for the quality and efficiency of administrative procedure reform, with the "Time Cost" index reaching 8.40 points, ranking 4th out of 63 provinces and cities. Long An province is also recognized by businesses for the dynamism and pioneering nature of its government apparatus with the "Dynamicity and Pioneering" index reaching 7.24 points, ranking 4th nationwide.
The next positions in the Top 5 of the PCI 2023 rankings are Hai Phong City (70.34 points) and the provinces of Bac Giang (69.75 points), Dong Thap (69.66 points). Hai Phong City continues to extend its streak of 3 consecutive years in the TOP 5 PCI since 2021, while Bac Giang marks its second appearance in the TOP 5 since 2022. Dong Thap Province continues its streak of 16 consecutive years in the TOP 5 PCI nationwide from 2008 to present.
The remaining positions in the Top 10 of the PCI 2023 rankings include the provinces of Ba Ria - Vung Tau (69.57 points), Ben Tre (69.20 points), Thua Thien Hue (69.19 points), Hau Giang (69.17 points) and Phu Tho (69.10 points). In particular, the provinces of Ben Tre, Hau Giang and Phu Tho are new faces in the Top 10 of the PCI 2023 rankings compared to 2022...
The group of 30 provinces and cities with the best economic management quality in PCI 2023 has some new faces compared to 2022. They are Hai Duong, Binh Thuan, Ninh Binh, Tay Ninh, Dak Nong, Ca Mau, Tien Giang and Thanh Hoa. "This is a sign that the provinces in the following group are chasing and breaking through strongly to enter the Top 30 of the PCI rankings," said VCCI.
A notable point in PCI 2023, with 5 centrally-run cities, only Hai Phong is in the Top 10 (3rd). Meanwhile, Can Tho (14th), Da Nang (16th), Ho Chi Minh City continues to be in 27th place. Hanoi is ranked 28th (down 8 places compared to PCI 2022). Notably, 5 out of 10 component indexes of Hanoi in PCI 2023 decreased compared to 2022: "Land access", "Transparency", "Fair competition", "Labor training" and "Legal institutions and Security and order" .
