Deputy Minister, Vice Chairwoman of the Committee for Ethnic Minorities (CEMA) Nong Thi Ha attended and delivered a speech at the Congress. The Congress is an opportunity to assess the socio-economic development, poverty reduction and new rural construction in the province's ethnic minority areas in the past time, especially since the 3rd Provincial Ethnic Minority Congress - 2029 to present. From there, determine the tasks and directions for socio-economic development of the province's ethnic minority areas in the period of 2025 - 2029.
This is also an opportunity to honor, commend and reward collectives and individuals with outstanding achievements, typical examples of the patriotic emulation movement among ethnic minorities; continuing to affirm the consistent policy of our Party and State on ethnic issues and great national unity.
The political report at the Congress showed that: Quang Ngai province has more than 200,000 ethnic minorities, accounting for 14.1% of the province's population; the majority of whom are Hre and Co. Ethnic minorities live mainly in mountainous and highland areas of the province, with 61 communes and 8 villages, belonging to 5 mountainous districts: Tra Bong, Minh Long, Ba To, Son Tay, Son Ha and 3 plain districts: Binh Son, Tu Nghia, Nghia Hanh. Of which, there are 10 extremely difficult communes in area I, 1 commune in area II, 50 communes in area III and 241 extremely difficult villages.
After 5 years of implementing the Resolution of the 3rd Congress of Ethnic Minorities of Quang Ngai Province in 2019, the ethnic minority and mountainous areas in the province have developed remarkably and comprehensively. This achievement is thanks to the participation of the entire political system, the solidarity and consensus of the people, and appropriate solutions in the implementation of ethnic programs and policies in the province.
In the period of 2019 - 2024, the infrastructure of ethnic minority and mountainous areas in the province has been invested and upgraded, creating favorable conditions for people to trade goods, develop production, and improve their material and spiritual life. The development of electricity - road - school - station infrastructure in ethnic minority and mountainous areas in the province has achieved important and clear results.
Many key projects and works have been started, completed and put into use, removing infrastructure difficulties, creating growth momentum, promoting local socio-economic development. Ethnic minorities in the province mainly live on agriculture or activities related to agriculture. Therefore, the application of scientific and technological advances to agricultural and forestry production has been promoted by the province; effective economic models have been replicated.
Up to now, in the mountainous areas of the province, 100% of communes have asphalted and hardened roads to the commune center; 94.8% of villages have asphalted roads to the center; 95.5% of villages and residential groups have community houses. Irrigation works, markets, domestic water supply, electricity... have been gradually invested synchronously. The rate of people using national electricity has reached 98%; 91% of the population has access to hygienic domestic water.
The rate of solidified schools reached 100%; 67.7% of schools at all levels met national standards; 100% of medical stations had doctors, villages had medical staff; 76% of medical stations met national standards. In the period of 2021 - 2023, the poverty rate of ethnic minority households in the province decreased by an average of nearly 5%/year, expected to decrease by 7% in 2024...
Quang Ngai will have strong breakthroughs
Speaking at the Congress, Deputy Minister and Vice Chairwoman of the Committee for Ethnic Minorities Nong Thi Ha acknowledged and congratulated the achievements of the Party Committee, government, army and people of all ethnic groups in Quang Ngai province in the past time. That is the consistency in the leadership and direction of the Party committees and government at all levels in ethnic affairs, improving the material and spiritual life of people in ethnic minority and mountainous areas.
Thanks to that, up to now, the appearance of ethnic minority and mountainous areas of Quang Ngai province has improved a lot: Infrastructure has been invested in; medical examination and treatment have initially achieved results; the education network has been widely developed; the awareness level of ethnic minorities has increased; good cultural values have been increasingly promoted; the poverty rate has decreased by nearly 5% each year...
"These achievements will actively contribute to the completion of the goal of building and developing the province to become a fairly developed province in the Central region in the coming time," said Deputy Minister and Vice Chairwoman of the Committee for Ethnic Minorities Nong Thi Ha.
According to Deputy Minister, Vice Chairwoman of the Committee for Ethnic Minorities Nong Thi Ha, in addition to the achieved results, Quang Ngai needs to frankly acknowledge some remaining problems to promptly overcome them. In particular, the rate of poor, near-poor households and the risk of falling back into poverty is still high; access to services is still low; the political security situation, social order and safety in some areas still have potential instability factors; the implementation of ethnic policies is sometimes and in some places not really effective. This is the issue that needs to be focused on and addressed by all levels, sectors, and the entire political system.
Deputy Minister and Vice Chairman Nong Thi Ha requested that Party committees, authorities, and socio-political organizations continue to thoroughly grasp the viewpoints, policies, and guidelines of the Party and State on ethnic affairs, great national unity, and ethnic policies; study, develop, supplement, perfect, and implement the province's ethnic policies, increase resources for investment in socio-economic development; focus on building and consolidating the grassroots political system in ethnic minority areas.
Delegates and compatriots should continue to be confident, self-reliant, self-reliant, constantly strive to rise up, receive and exploit more effectively the State's support resources, combine existing potentials and experiences for sustainable development, and legitimate enrichment. Actively participate in the fight against crime and social evils. At the same time, resolutely eliminate bad customs, teach children to cherish and proudly preserve the fine traditional cultural values of the nation, and together build and foster the spirit of great solidarity among ethnic groups to last forever.

Continue to effectively implement ethnic policies
Mr. Dang Ngoc Huy - Standing Deputy Secretary of Quang Ngai Provincial Party Committee, said: Determining socio-economic development in ethnic minority areas as one of the key tasks, the Party Committee and the government have focused on leadership and direction; the people have enthusiastically responded. Thanks to that, over the time of implementing ethnic policies, the lives of people in ethnic minority and mountainous areas have improved a lot.
The economy of the province’s ethnic minority and mountainous areas continues to develop. Industry continues to grow well; many investment projects in the field of agricultural and forestry product processing are being implemented, creating many jobs for local workers.
Agriculture has developed relatively comprehensively; focused on restructuring the agricultural sector, converting economically efficient crops; promoting links between farmers, cooperatives and enterprises in production, processing and consumption, contributing to creating stable output for products.
Up to now, the province’s ethnic minority and mountainous areas have 40 OCOP products, of which 34 products have achieved 3 stars and 06 products have achieved 4 stars. Many types of commercial organizations have been formed, attracting the participation of economic sectors.
Tourism has developed; some new tourist areas and spots have been invested in and put into operation. Economic and social infrastructure has been invested in and gradually completed; many important projects and works have been invested in and put into use, creating a foundation and driving force for development in the coming time. The quality of life of people in ethnic minority and mountainous areas has been improved.
Culture and society have made many advances, the traditional cultural identities of ethnic groups have been basically preserved, conserved and promoted. The quality of education, training and healthcare has been increasingly improved. Social security policies have been implemented synchronously and effectively. In the period of 2020 - 2023, the poverty rate in ethnic minority and mountainous areas has decreased by an average of 4.99% per year.
