Quang Nam issues "ultimatum" for series of traffic reconstruction projects to many highland communes

According to the investigation of CAND Newspaper reporters, the project to restore and reconstruct the DH2.PS route (Phuoc Thanh - Phuoc Loc section), Phuoc Son district was approved by the People's Committee of Quang Nam province on August 12, 2021 with a total investment of 152 billion VND. The project started on May 6, 2022, but to date, the completed volume has only reached about 55% of the contract value. Similarly, the DH1.PS project (Phuoc Kim - Phuoc Thanh section) was approved by the province in August 2021, with a total investment of 150 billion VND. After more than 3 years of construction, it has only reached about 54% of the contract value.

The slowest progress among the traffic reconstruction and repair projects in Phuoc Son district is the DH5.PS road project (Phuoc Cong - Phuoc Loc section; approved by the province on August 9, 2021, with a total investment of 90 billion VND). After 3 years of construction, it has only reached about 38% of the contract value.

According to the leader of Phuoc Son District People's Committee, the slow site clearance work has affected the overall progress of the project. Regarding objective reasons, the project is located in Phuoc Cong, Phuoc Kim, Phuoc Thanh, Phuoc Loc, all of which are mountainous communes of the district, with very complex terrain and difficult transportation of materials. In addition, since the project started construction, the prices of materials, fuel and oil have increased, especially since the end of 2022, the prices of sand and construction stone have increased dramatically. Meanwhile, there is no material mine (construction stone) in the locality, construction sand is very scarce, all sand and stone materials must be taken from other localities in Quang Nam province such as Nam Giang, Que Son, Hiep Duc districts; even taken from Kon Tum province, so it is very difficult and time-consuming to transport to the foot of the project...

To speed up the construction progress of the projects, the People's Committee of Phuoc Son district has reported and proposed to the competent authority to consider licensing local material mines to have a source of supplies and materials to serve the completion and handover of the project.

Regarding the projects to restore and reconstruct the DH2.PS route (Phuoc Thanh - Phuoc Loc section), restore and reconstruct the DH1.PS route (Phuoc Kim - Phuoc Thanh section), and the DH5.PS road project (Phuoc Cong - Phuoc Loc section) in Phuoc Son district, the People's Committee of Quang Nam province has issued decisions approving the adjustment of the project implementation time (instead of 2021-2024, it is adjusted to 2021-2025).

Quang Nam Provincial People's Committee also requested Phuoc Son District People's Committee (investor) to continue implementing the project in accordance with current regulations; focus on directing units to mobilize sufficient machinery, equipment, human resources, and materials to ensure the construction progress is re-established to ensure the completion of the project in 2025. Conduct a comprehensive review and re-evaluation of projects assigned by the Provincial People's Committee as investors to rectify management and operation (especially paying attention to projects with land but the volume of implementation is not corresponding), the capacity of construction contractors, conditions for implementing and completing projects according to the committed content and taking responsibility according to the provisions of law. Continue to inspect, review, and clearly identify subjective and objective causes to consider the responsibility of individuals and organizations involved in the delay and handle (if any) to ensure compliance with regulations.
