Quang Hoa district pays attention to and implements support activities for craft village products and specialty products, focusing on science - technology and innovation, serving the socio-economic development in the area. Some proposals and initial implementation activities have had positive impacts on local production development.
Quang Hoa is one of the districts with many traditional craft villages recognized by the province, including Bo To palm sugar, Phuc Sen forging, Quoc Dan paper, Phja Thap incense, Hoang Dieu conical hats, Lung Ri terracotta tiles... In recent years, some traditional craft villages have improved techniques, technology, invested in facilities, and human resources, so their products are increasingly favored by the market and domestic and foreign consumers, and consumed in large quantities. Craft villages mobilize resources from the people, use available local resources, and create regular jobs for many rural workers. Currently, it is estimated that there are 322 households participating in craft activities, and 757 workers participating in craft village activities. From the efforts of traditional craft villages to contribute to the socio-economic development of the district, it is estimated that the revenue of craft villages is about 26.55 billion VND/year.
Implementing mechanisms and policies to preserve and develop traditional occupations and craft villages, in which, the orientation of developing traditional occupations and craft villages is associated with the "One Commune One Product" (OCOP) Program, a number of traditional occupations and craft villages have been preserved and developed in the form of cooperatives, cooperatives and households; a number of products have become commodities sold on the market, including Bo To palm sugar and Phuc Sen knives - 3-star OCOP products at the provincial level. Promoting trade promotion and product advertising, the district's products that have achieved 3-star OCOP at the provincial level are all put on e-commerce platforms such as Postmart, voso.vn, nongnghiep.caobang.gov.vn, participating in OCOP fairs... helping cooperatives and business households find partners in signing product consumption contracts.
From 2023, the district will pay attention to, orient and promote activities to support the construction and development of brands for key, unique and characteristic local products and services through supporting the development of craft villages and traditional occupations, such as: Implementing procedures for dossiers to submit for recognition of craft villages, traditional craft villages, traditional occupations and building, creating and establishing intellectual property protection for products of craft villages. Typically, the project "Creating, managing and developing the "Phuc Sen" certification mark for products of Phuc Sen forging village, Quang Hoa district" has been implemented from 2023 to 2025. To affirm the brand and preserve and promote the craft village economy, craft villages in Phuc Sen are increasingly expanding and developing. The blacksmithing profession attracts and creates jobs for nearly 300 rural workers with 140 forges, production on a household and cooperative scale, bringing in an annual income of more than 18 billion VND for the locality; the average income is more than 5 million VND/person/month. The scientific and technological topics and projects ordered for implementation have contributed to promoting the completion and increasing the value of production activities in the district such as: Topic "Research on conservation and development of the genetic resources of the mac pup tree in Cao Bang province"; Project "Building a model of intensive cultivation to renovate the Doong Pan tea area associated with processing some high-quality green tea products to create OCOP products in Doc Lap commune"; Project "Completing the production model, increasing the processing value of palm sugar products in Quang Hoa district, Cao Bang province" has just been approved for implementation.
However, in addition to the achieved results, the locality is still confused, has not yet determined synchronous organizational solutions in the direction of: Production planning, raw material planning, production organization, quality improvement, sustainable brand promotion and development to increase competitiveness in the domestic and export markets. Many products still do not have a brand, production facilities lack attention to improving product label designs, so products have not reached consumers, limiting the ability to develop production scale as well as access domestic and foreign markets.
Deputy Head of the Economic and Infrastructure Department of Quang Hoa district, Hoang Trung Kien, said: To overcome the above limitations, the district needs to be supported in registering intellectual property protection, building brands for collective trademarks, certification trademarks, geographical indications through ordering the implementation of projects under the "Project on Intellectual Property Development of Cao Bang Province to 2030" for products and goods produced in the district such as: palm sugar products, incense, paper, yin-yang tiles, or products in the handicraft and weaving industries... Thereby, contributing to supporting the district in shaping and orienting the planning of production areas, as well as preserving, exploiting and developing specialties and raw material production areas for specialties in the area, helping product producers gain a competitive advantage in the market; maintain traditional customers, attract potential customers; increase sales and profits; bring products to penetrate the market smoothly.
