Accordingly, the Chairman of the Provincial People's Committee assigned provincial departments, branches, sectors, the Provincial Police, People's Committees of districts, towns, cities, and the Provincial Land Fund Development Center, according to their assigned functions and tasks, to continue to organize the implementation of assigned tasks to promptly rectify the auction of land use rights; implement Resolution No. 33/NQ-CP dated March 11, 2023 of the Government on a number of solutions to remove obstacles and promote the safe, healthy, and sustainable development of the real estate market.
The Chairman of the Provincial People's Committee assigned the Department of Justice to preside over and coordinate with the Department of Natural Resources and Environment, the Department of Construction, the Department of Finance and relevant sectors and units to continue reviewing the organization of land use rights auctions in the area to ensure compliance with the law, publicity and transparency; promptly detect and strictly handle violations of legal regulations in land use rights auctions, and prevent acts of taking advantage of land use rights auctions for profiteering and disrupting the market.

Assign the Department of Construction, People's Committees of districts, towns and cities, according to their assigned functions and tasks, to inspect and review real estate business activities of enterprises, investors, real estate trading floors and real estate brokers in the locality; control the purchase and resale of real estate that has been exchanged many times, especially in areas, projects and apartment buildings with unusual price increases; inspect, check and take measures to correct acts of price inflation, price manipulation, speculation, and handle violations of land laws, real estate business laws and related laws (if any) within their authority.
Organize inspections, grasp the situation, clarify the causes of price fluctuations of each type of real estate such as apartments, individual houses, and residential land in the area in the recent period; proactively propose regulatory measures to ensure the market develops stably, healthily, and sustainably.
Implement management and control of real estate price increases to ensure compliance with actual conditions of the areas in the area, avoiding negative impacts on local real estate investment and business activities to ensure housing for all citizens.
There are measures to strictly manage the construction of houses for people in land use right business projects with technical infrastructure in the form of dividing plots and selling land according to the provisions of law, avoiding the situation where people leave land empty, carry out speculative acts, buy and sell by hand, "inflate prices" causing disturbances in real estate market information.
Organize public announcement of information on the real estate market; announce information to agencies, organizations and people to clearly understand about housing development programs and plans; land use planning and plans; infrastructure development investment and merger, establishment and upgrading of local administrative units; approved real estate projects; project investors eligible to mobilize capital according to regulations to ensure transparency of market information, prevent fraud, deception and scams in real estate business.
Promote the dissemination, popularization and education of laws and new policies related to land, housing and real estate business laws for relevant organizations and individuals, and at the same time, seriously and effectively organize the implementation of legal regulations related to the real estate sector.
