With the outstanding conveniences of the VssID application, Lao Cai Social Insurance has actively guided people to install and use it on smartphones to perform a number of administrative procedures through the application.
Instead of bringing her health insurance card and many other identification papers when going to see a doctor, now Ms. Ma Thi Tru, Na Lo village, Ta Chai commune, Bac Ha district only needs to bring a smartphone with the VssID application installed. After just a few minutes, she completed the procedure to register for medical examination and treatment under health insurance.
“Most people admitted to the hospital are in a state of anxiety and confusion about their illness, not to mention emergency cases, so it is difficult to immediately provide the hospital with all the necessary documents to complete the procedures. Meanwhile, the phone can now be considered an indispensable item for most users. It is quite convenient because there is no need for cumbersome documents that can easily be lost when going to the doctor," Ms. Tru shared.
Not only knowing the history of health insurance examination and treatment, through the VssID application, users like Ms. Tru can also easily track information about the process of participating in social insurance. From there, everyone can clearly grasp the process of enjoying the policy for themselves.
Along with the deployment of the VssID application, Lao Cai Social Insurance has deployed health insurance examination and treatment using chip-embedded citizen identification cards, making it more convenient for people to take care of their health. Accordingly, patients only need to present their chip-embedded citizen identification cards to complete medical examination and treatment procedures, without having to present their health insurance cards, helping to simplify paperwork, save time for patients, and increase accuracy and synchronization of information.
In the border district of Bat Xat, the district Social Insurance has coordinated with the district General Hospital to perform well the appraisal as well as the payment of health insurance benefits, conduct transactions using citizen identification cards, creating favorable conditions for people to go for medical examination and treatment, reduce administrative procedures and access medical examination and treatment as quickly as possible.
Ms. Chao Coi May, Phin Ngan commune, said that she often forgets and misplaces her documents. "But now, if I have to go to the center of Bat Xat town or Lao Cai city, I just need to carry my citizen ID card with me and I can conveniently stop by the hospital for a medical examination, without having to worry about going back to get related documents anymore."
Currently, Bat Xat District Social Insurance has synchronized data on social insurance and health insurance participants with the National population data for over 74,400 people, reaching 99.83%. In the first 6 months of 2024 alone, the district has paid for medical examination and treatment for more than 35,300 people with a total amount of 17.8 billion VND, an increase of 1.1 billion VND compared to the same period in 2023.
Deputy Director of Lao Cai Provincial Social Insurance Nguyen Van Chuong said that up to now, 100% of health insurance medical examination and treatment facilities in the area have looked up health insurance card information using chip-embedded citizen identification cards. The deployment of the VssID application - Digital Social Insurance is a premise for people to go to the hospital for medical examination and treatment using card images on the VssID application without having to bring a paper health insurance card. Currently, Lao Cai has 160,450 accounts registered to use the VssID application. Along with that, 100% of the provincial Social Insurance staff have registered and used the VNeID application at level 2.
In addition, Lao Cai Social Insurance has assigned targets to mobilize and encourage recipients of social insurance and unemployment benefits through non-cash payment methods. In the first 6 months of 2024, the rate of one-time social insurance payments through personal accounts reached 97%. The rate of unemployment benefits paid through personal accounts reached 100%. The rate of sickness and maternity benefits paid through personal accounts reached 100%.
Building digital citizenship
Recently, at the conference to evaluate the results of the implementation of digital transformation tasks in the second quarter and the first 6 months of 2024. Lao Cai Provincial Party Secretary Dang Xuan Phong, Head of the Provincial Digital Transformation Steering Committee, pointed out: In implementing digital transformation tasks, the group of tasks related to people is the most important. To have a digital government and a digital society, there must be digital citizens. Therefore, in the last months of the year, it is necessary to be more drastic in propaganda work, improve the operational efficiency of community digital technology teams; set out specific goals, methods, time, and products to bring digital transformation closer to the people.
Digital transformation has always been identified by Lao Cai Social Security as a key factor to improve service quality and operational efficiency. With the goal of satisfying people and businesses, in the coming time, Lao Cai Social Security will continue to coordinate with departments, branches and localities in authenticating, sharing, connecting and completing all assigned tasks and goals, ensuring quality and time, while creating conditions for people and businesses to carry out administrative procedures conveniently.
According to Deputy Director of Lao Cai Provincial Social Insurance Nguyen Van Chuong, the sector focuses on directing its affiliated units to closely follow the directions of Vietnam Social Insurance and Lao Cai Provincial People's Committee on implementing the contents of the Project on developing population data applications, identification and electronic authentication to serve national digital transformation in the period of 2022 - 2025, with a vision to 2030 of the Government; completing the national database on insurance, ensuring that 100% of data on social insurance, health insurance, and voluntary insurance participants is synchronized with the national database on population.
Lao Cai promotes propaganda and implementation of cashless payments to beneficiaries of social security policies, striving to exceed assigned targets. The province continues to coordinate with medical facilities in using chip-embedded citizen identification cards for medical examination and treatment under health insurance; deploys electronic transactions to employers, striving for 100% of employers to register to use electronic transactions with the Social Insurance agency.
Localities shall digitize and reuse the digitized results of records and results of administrative procedure settlement related to personal information and documents in receiving and settling administrative procedures; apply biometric information authentication on chip-embedded citizen identification cards at the One-Stop Department of the Social Security agency when deployed by Vietnam Social Security.
