There are many different reasons why students attend extra classes, but in general, the pressure of testing and exams is still too heavy, especially for students in urban areas. Without extra classes, it is very difficult for students to pass the entrance exam to public schools, prestigious and quality schools.

A parent whose child is in grade 10 at a specialized high school in An Giang shared that if they do not send their child to extra classes, it will be very difficult for them to pass the entrance exam to public high schools in the city. Therefore, right from the time their child entered grade 6, the family had to send their child to extra classes in math and English.

Of which, math is only taught by one teacher. During the 4 years of extra classes, the tuition fee always fluctuates from 500,000-700,000 VND per month (depending on the number of students), so for 4 years of math alone, the family has to spend 26 million VND. English is less studied but the tuition fee is still more than ten million VND for 4 years of junior high school. Meanwhile, the tuition fee for junior high school for 4 years in this province is fixed at 540,000 VND/year.

In fact, high school students are currently taking extra classes quite a lot. Many students start taking extra classes from grade 1 to grade 12 with many different subjects, some even take extra classes in the summer. There are many reasons for taking extra classes. Partly because the curriculum is still quite heavy, students do not fully grasp the knowledge in class because each period is only 45 minutes and sometimes teachers have to perform many procedures such as settling the class, returning homework... Therefore, teachers can only teach the core knowledge and cannot pay attention to all students in the class.

Meanwhile, the competition rate of many high schools in the city area in recent years has been very high. Not to mention specialized schools, just public high schools, it is almost impossible for average students to get in because almost all localities only recruit about 70% of the number of junior high school graduates into the public 10th grade. Therefore, in order to get into a public school, in addition to trying hard in class, students must also take extra classes to accumulate knowledge.

Not to mention some teachers who are tutoring use tricks to attract students to come and study with them at home. Students who go to tutoring will attract other students, leading to the current rampant situation of tutoring and studying.

Overload for many parents

Tutoring is currently bringing in a large income for teachers, especially those who teach subjects related to exams. The tuition fee depends on the area where the student lives, currently in urban areas it is at least 300,000 VND/month for junior high school students. If students want to study in groups, the tuition fee is much higher. High school students usually have tuition fees ranging from 400,000-500,000 VND/month, studying 2-3 sessions/week.

For parents who are well-off, this amount of money is not too much, but for parents who are in difficulty, having their children take 2-3 extra subjects each month, the cost of extra classes can be up to millions. This amount of money will become too much for them. Because, besides the extra tuition fee, students also have to pay many other school fees and study expenses.

Students in any program must take extra classes.

For the 2006 Program, learning and testing, exams are based on knowledge and skills standards, mainly teachers impart knowledge to students. The 2018 General Education Program aims to develop learners' qualities and abilities. But in every program, students are still having to take extra classes.

The key to extra learning is that teachers not only provide knowledge to learners but also have the secrets for testing and exams. Furthermore, the current 2018 Program focuses on qualities and abilities, so according to the orientation, teachers are assigning learning tasks to students before learning new lessons in class.

However, if students have not studied, how can they know how to prepare learning products? Therefore, they often "prepare" in extra classes. When in class, students present their learning products, their classmates discuss and comment, then the teacher concludes the problem and the teaching and learning activity is complete.

Good students can still grasp the lessons, but average and weak students have difficulty acquiring knowledge. Teachers also write less notes than before. Therefore, students are forced to attend extra classes.

In particular, in subjects related to exams such as literature, the Ministry of Education and Training is currently implementing the guidance of the Ministry of Education and Training according to Official Letter 3175, so any literary works in textbooks cannot be used as materials for testing and exams. Simply put, testing and exams are conducted using materials other than textbooks. Therefore, students go to extra classes to familiarize themselves with the types of final exam questions.

To limit the current rampant extra teaching and learning, there must be a specific and strong sanction. In addition, the education sector and teachers also need to have appropriate teaching methods, avoiding mechanical and formalistic methods. Testing and examinations need to be radically reformed and the assessment and classification of students' academic performance also needs to be more flexible because Circular 26 (applied to the 2006 Program) and Circular 22 (applied to the 2018 Program) are still quite heavy on scores and achievements.
