Efforts to speed up progress
Immediately after Thanh Khe district launched the emulation movement to eliminate temporary and dilapidated houses, An Khe ward quickly developed a plan, established a steering committee, and assigned specific tasks to each unit and member with the goal of completing the elimination of temporary and dilapidated houses as soon as possible. According to statistics, the whole ward has 22 households receiving support to improve their housing, including: 3 poor households, 1 near-poor household, 1 household and 17 households with revolutionary contributions. By the end of March 2025, the whole ward had completed the construction of 1 house, repaired 21 houses and handed them over to households for use and stabilization of their lives. With that result, An Khe ward is the first locality in Thanh Khe district to complete the first phase of eliminating temporary and dilapidated houses.
In early April 2025, the Vietnam Fatherland Front Committee of Thanh Khe Tay Ward (Thanh Khe District) started construction of the last house on the list of support for the elimination of temporary and dilapidated houses in the first phase. The family of Ms. Nguyen Thi Tuyet (Group 5) is a near-poor household with 5 members. Although suffering from a serious illness, Ms. Tuyet still has to work as a housekeeper every day to earn an income to cover her living expenses. The whole family lives in a cramped, dilapidated level 4 house that does not ensure living conditions.
To support Ms. Tuyet's family to improve their living conditions, the Vietnam Fatherland Front Committee of Thanh Khe Tay Ward mobilized Da Nang Electricity Company Limited to support 70 million VND, the Association for the Support of Poor Women and Children of the City to support 60 million VND; officers and soldiers of Phu Loc Border Guard Station supported dozens of working days to help Ms. Tuyet build a new house. Chairwoman of Thanh Khe Tay Ward People's Committee Le Thi Nhat Dieu said that, implementing the emulation movement to eliminate temporary and dilapidated houses, the whole ward had 15 households receiving housing support in the first phase, including 3 households building new houses and 12 households repairing. Up to now, 15/15 households have started to build new houses and repair, of which 13/15 households have completed and put into use.
Mr. Nguyen Thanh Tien, Secretary of the District Party Committee, Head of the Steering Committee for Eliminating Temporary and Dilapidated Houses in Thanh Khe District, said that the district has completed the construction and repair of 149/149 houses in the first phase, ensuring the set schedule. Agencies, units, and localities are urgently completing the project to hand over to households for use in April 2025.
According to statistics from the Department of Construction, by the end of March 2025, Thanh Khe district is the leading locality in the city in terms of progress in completing the first phase of removing temporary and dilapidated houses with 118/149 houses completed, reaching 79.2%. Next is Lien Chieu district with 50/98 houses completed, reaching 51%; Son Tra district has 33/84 houses completed, reaching 39.3%.
Strive to complete before May 1
During the implementation of support for the elimination of temporary and dilapidated houses, some households no longer have the need to build new houses, repair houses or do not meet the support conditions, the People's Committees of districts and towns reviewed and reported data adjustments. On that basis, on April 4, the City People's Committee issued Decision No. 1109/QD-UBND approving the adjustment of the results of the synthesis of the need to eliminate temporary and dilapidated houses in 2025 in the city (phase 1) including 875 houses, of which 182 are newly built houses and 693 are repaired houses. The expected completion time is before May 1. In that spirit, localities are speeding up the progress of starting the elimination of temporary and dilapidated houses.
As of April 4, Hai Chau district has started construction on 120/149 houses, reaching 80.54% of the plan, of which 49 houses have been completed and put into use. In addition to state funding, the district has mobilized units, businesses, and philanthropists to contribute nearly 1.6 billion VND to support poor and near-poor households and households to have more conditions to build and repair solid and safe houses. Standing Vice Chairman of Hai Chau District People's Committee Truong Thanh Dung said that he is urging wards to speed up the progress, ensuring the construction of the remaining 29 houses is started before May 1.
Meanwhile, Ngu Hanh Son district has 76 households supported to repair and rebuild, including: 46 houses of people with revolutionary contributions, 18 houses of poor and near-poor households and 12 houses of ordinary households. As of April 8, the whole district has started construction on 72/76 houses, of which 12 were newly built and 60 were repaired. Notably, many wards have completed and handed over for use, such as: My An completed repairing 6 houses; Khue My completed building 1 new house and repairing 10 houses; Hoa Hai completed building 1 new house and repairing 9 houses; Hoa Quy completed repairing 29 houses.
In Cam Le district, as of April 11, the entire district had 63/80 houses that had started construction, reaching a rate of 78.8%, of which 37 houses had been completed. Of the 17 households that had not started construction, 8 households had changed their needs and were not repairing or building new houses. The remaining households all committed to starting construction before May 31.
Hoa Vang District is the locality with the largest number of temporary and dilapidated houses that need to be removed in the first phase of the city, with 236 houses. As of April 10, the district has started construction and repaired 100% of them, of which 110 houses have been completed, accounting for 46.6%. Chairman of the Vietnam Fatherland Front Committee of the district, Bui Nam Dung, said that units and localities are speeding up construction, striving to complete and hand over the remaining houses before May 1.
According to Mr. Dung, the district has disbursed and supported more than 11.8 billion VND for the first phase of the work of eliminating temporary and dilapidated houses. Specifically, the budget support is more than 4.6 billion VND, the support from the City Front is more than 1.7 billion VND, the mobilized source of the district is more than 1.8 billion VND, the mobilized source of 11 communes is more than 2.2 billion VND; mobilized 4,920 working days worth 1.5 billion VND. In addition, many units, businesses, and philanthropists have supported in kind, contributing to helping the work of eliminating temporary and dilapidated houses in the district take place smoothly and quickly.
