Every week, Ms. Nguyen Thi Dieu Hai - a collection officer of Song Tien Insurance Company Limited (Tien Phuoc) takes the opportunity to go to each hamlet in the evening to propagate voluntary social insurance (SI) and health insurance (HI) policies to the people. Tien Canh commune is quite large, so she uses the method of small group conferences appropriately.

“My local collaborators and I made an appointment with the women in advance and chose a suitable house to have tea and chat. Small groups are usually less than 10 people so I can thoroughly explain questions about benefits, contribution levels, etc. However, it is not easy to persuade someone to participate because the income of local people is still low, so we have to persuade them many times,” said Ms. Hai.

At the same time, to give people the opportunity to participate, flexible payment methods by month and quarter are also implemented. Thanks to the diligent propaganda and appropriate methods, many families have clearly understood the benefits of voluntary social insurance and health insurance, so they have registered to participate.

Ms. Tran Thi Hoa said she decided to participate in voluntary social insurance after receiving support from her children and receiving many visits to her home from employees of the social insurance collection service organization.

“Before that, I didn’t know what voluntary social insurance was and thought that freelance workers didn’t have a pension. But when I was informed, I realized that anyone can have a pension. Then my son encouraged me to register and pay for social insurance, so I was very happy. Today, officially receiving my social insurance book, I have more motivation to save and participate regularly until I am eligible to receive a pension,” said Ms. Tran Thi Hoa.

According to Mr. Huynh Ngoc Hung - Deputy Director of Tien Phuoc - Hiep Duc Inter-District Social Insurance, after restructuring the industry's apparatus according to the policy of the Central and higher levels, Tien Phuoc - Hiep Duc Inter-District Social Insurance was established and put into operation from April 1. After more than half a month of operation, issues regarding headquarters, staff structure, task assignment, etc. were proactively and quickly completed.

However, the major difficulty of this unit is the traffic continuity between Hiep Duc and Tien Phuoc is quite far, the traffic roads are small and narrow and there is no bus route, so the officers and civil servants of the unit still have difficulty traveling. In addition, many families of officers have young children, so initially there are difficulties in arranging their living arrangements.

In particular, the management of the area, people in the midlands and mountainous areas are still limited in using public services. "Many people still use paper documents for services, so we assigned staff to stay in Hiep Duc area to guide people in carrying out procedures. At the same time, we take advantage of the opportunity to transport paper documents to the new headquarters to promptly serve the people" - Mr. Hung said.

Regarding the implementation of voluntary social insurance and health insurance targets, based on the targets assigned by the superior sector and set by the local government, the Tien Phuoc - Hiep Duc Inter-District Social Insurance has made a specific plan for organizing conferences in communes and towns and assigned service organizations to proactively apply propaganda models suitable to the characteristics of each region.
