Nghe An Department of Education and Training has just reported on the review of the situation of extra teaching and learning according to Circular 29.
Accordingly, the province currently has 397 secondary schools and 91 high schools organizing extra classes in schools, reaching a rate of 100%. In particular, a primary school in Quy Chau district has also organized classes to improve arts, sports and life skills for students.
Up to now, Nghe An has 2,302 free tutoring classes in schools with the participation of more than 137,000 students. These classes are free of charge, mainly serving students who have not met the requirements, excellent students and final year students, with a duration of 2 periods/week/subject.

Extracurricular tutoring activities are on the rise. By the end of March, the province recorded 468 continuing education centers in operation, including foreign language, information technology, life skills, cultural and artistic training centers, and 98 educational business organizations.
Notably, up to 1,396 households have registered to do tutoring and extra-curricular activities through the Finance and Planning Departments of districts, towns and cities. Of which, Vinh city leads the province with 838 licensed households. Some localities with high numbers include Yen Thanh (150 households), Dien Chau (99 households), Quy Hop (47 households), Do Luong (25 households). Quy Chau district alone has not recorded any registrations.
Extra-curricular tutoring classes focus mainly on students in grades 9 and 12. The disclosure of information about individuals and organizations that collect fees is basically carried out in accordance with the provisions of Circular 29. Teachers working at public schools who participate in extra teaching must report and comply with the regulations.

However, the implementation of Circular 29 in Nghe An still faces many difficulties. Many educational institutions are forced to adjust their teaching plans, affecting the review schedule for final year students. Some schools have had to abruptly stop tutoring in schools, causing psychological disturbance for students and parents.
In addition, because Circular 29 does not clearly stipulate sanctions for violations, it is difficult for the provincial People's Committee to specify in promulgating regulations on extra teaching and learning in the area as well as inspection and examination work when violations are discovered, the deterrence effect is not high.
