Will medical allowances increase in the near future?

Healthcare is considered a top priority and one of the most noble professions in society. What policies are doctors and nurses enjoying and will they be increased in the future?


Based on the basic salary, new allowances will be built.

Currently, the on-call allowance for doctors and nurses is being implemented according to Decree 56 and Decision 73 issued by the Government in 2011.

Specifically, employees on duty 24/7 are entitled to an allowance of 115,000 VND/person/shift for grade 1 and special hospitals; 90,000 VND/person/shift for grade 2 hospitals; 65,000 VND/person/shift for other hospitals and other equivalent facilities; 25,000 VND/person/shift for commune health stations, military-civilian health stations, and military-civilian infirmaries.

Future medical graduates will receive new allowances

Workers on duty for 12/24 hours are entitled to a rate equal to 0.5 times the 24/24 hour regular allowance; Workers on duty for 16/24 hours are entitled to a rate equal to 0.75 times the 24/24 hour regular allowance.

If on duty in the emergency resuscitation area or the special care area, the employee's on-duty allowance is calculated at 1.5 times the above prescribed level; if on duty on a weekly day off, the on-duty allowance is calculated at 1.3 times the above prescribed level; if on duty on holidays and Tet, the on-duty allowance is calculated at 1.8 times the above prescribed level.

In addition, doctors and medical staff on duty 24/24 hours are supported with a meal allowance of 15,000 VND/person/shift. At the same time, when on duty 24/24 hours on weekdays and weekly holidays, employees are given 1 day off in compensation; on holidays and Tet, they are given 2 days off in compensation with full pay.

In case of being on duty for 12/24 hour shifts or 16/24 hour shifts, the employee is entitled to at least the next 12 hours off with full pay.

Recently, the Minister of Health responded to voters' petitions before the 7th session of the 15th National Assembly, saying that the ministry is implementing the development of a preferential allowance regime according to occupation to replace Decree No. 56 and Decision 73.

The reason is that the allowance levels including regular allowance, surgery and procedure allowance, anti-epidemic allowance and food allowance for the subjects applied in Decision No. 73 are too low and no longer suitable for the current economic and living situation.

According to the Ministry of Health, based on the basic salary of VND 2,340,000 (from July 1, 2024), an increase of 182% compared to the basic salary of VND 830,000 (from May 1, 2011), the Ministry of Health will propose a new allowance level.

Specifically, increase surgery and procedure allowances; increase on-call and meal allowances for medical staff in line with the current inflation index and consumer prices. In addition, regulations on working hours, overtime and overtime payment will be applied to 24/24 duty hours of civil servants and employees according to the Labor Code.

At the same time, the Ministry of Health will apply a special allowance regime for labor contract subjects whose salaries have been classified according to Decree No. 204 of December 2004, including security guards, drivers, nurses, and professional contracts while waiting for civil servant recruitment exams.

Proposal for medical students to receive tuition support like education students?

Decree 81 of the Government stipulates that studying some arduous, toxic, and dangerous occupations in vocational education according to the list of arduous, toxic, and dangerous occupations prescribed by the Ministry of Labor, Invalids and Social Affairs will receive a 70% reduction in tuition fees.

Accordingly, in the List of arduous, toxic, and dangerous occupations at intermediate and college levels, there are health-related occupations including general practitioner, pharmacy, nursing, midwifery, and medical laboratory technology.

On July 25, the Ministry of Health issued Plan 927 on protecting, caring for and improving people's health by 2025. This plan proposes that the Government pay attention to directing and promulgating regimes and policies on treatment and attracting human resources in the health sector.

The Ministry of Health proposed that the Government direct relevant agencies to research and approve a number of incentive and incentive policies equivalent to those in the education sector. Specifically, it is proposed that medical and pharmaceutical students will receive state support for tuition fees equal to the tuition fees of the training institution where they study; and support for living expenses during their time at school.

It is known that currently, teacher training students are supported by the state with 3.63 million VND/month to cover living expenses during their time studying at the school. If this proposal is approved, medical students, in addition to tuition support, will be supported with living expenses of 3.63 million VND/month.
