Sharing at the training session, Mr. Pham Thai Binh - Acting Director of the Forest Protection and Development Fund of Ha Tinh province said that on December 28, 2022, the Government issued Decree 107/ND-CP on piloting the transfer of emission reduction results and financial management of greenhouse gas emission reduction payment agreements in the North Central region.
This is a new field, currently in the pilot phase, so there will be many difficulties and problems during implementation.
Representatives of the Forest Protection and Development Fund of Ha Tinh province and the departments of Finance, Agriculture and Rural Development, and the Forest Protection Department answered questions about the implementation of greenhouse gas emission reduction payments.
Pursuant to Decree 107/ND-CP, the People's Committee of Ha Tinh province issued Decision No. 178/QD-UBND dated January 16, 2024, approving the overall financial plan from ERPA sources (phase 1) of Ha Tinh province and Decision No. 302/QD-UBND dated January 26, 2024 on approving the 2023 financial plan for revenue from the North Central Region Greenhouse Gas Emission Reduction Payment Agreement (ERPA).
Accordingly, Ha Tinh will receive 1,776,939 USD (more than 122 billion VND) in revenue from emission reduction results and will be allocated in 3 periods in 2023-2025 to pay for more than 201,703 hectares of natural forest.
