At the event, the General Secretary emphasized the need to organize the apparatus of the political system to be lean, compact, strong, efficient, effective, and efficient, with a determined, urgent spirit, "running while lining up", not being perfectionist but also not hasty; work must not be interrupted and the new organizational model must be better and more effective than the old model.
According to the General Secretary, it is expected that there will be about 34 provinces and cities on the basis of rearranging the current 63 provinces and cities; ending the activities of district-level organizations and organizing about 5,000 commune and ward levels.
Speaking with the Government E-newspaper, a representative of the Ministry of Home Affairs said that in order to institutionalize the policy of the Politburo and the Secretariat and create a legal basis for the rearrangement and reorganization of administrative units at all levels; based on the results of the rearrangement of administrative units at the district and commune levels in the past, it is necessary for the Government to develop and submit to the National Assembly Standing Committee for promulgation a Resolution on the rearrangement of administrative units.
With the orientation of arranging and merging the total of 10,035 commune-level administrative units to about 5,000 units, the Ministry of Home Affairs has consulted, developed and completed the latest draft of the Resolution of the National Assembly Standing Committee on the arrangement of administrative units, and sent it to localities for comments.
"Compared to the original draft, the criteria for arranging commune-level administrative units have been adjusted to suit the direction of superiors and the actual situation," said a representative of the Ministry of Home Affairs.
According to the Ministry of Home Affairs, the policy of rearranging commune-level administrative units, not organizing district-level units, and merging provinces is a major policy with a strategic, long-term vision, for the long-term and sustainable development of the country.
The arrangement of administrative units at all levels is not only a matter of adjusting administrative boundaries; streamlining focal points but also adjusting economic space; adjusting the division of labor, decentralization, adjusting the allocation and combination of economic resources; aiming at the larger goal of expanding development space, creating a foundation and driving force for the country according to strategic and long-term goals and visions; is consistent with the reality and development trends of the world.
Reorganizing the apparatus and administrative units at all levels is an opportunity to screen the staff, build a team that truly meets the requirements of national development in the coming period; contribute to streamlining the apparatus, improving the effectiveness and efficiency of local government operations, streamlining the payroll; save budget expenditures, contribute to reforming salary policies, improving the lives of cadres and civil servants and improving the quality and responsibility of cadres and civil servants at all levels.
In addition to the criteria on natural area and population size prescribed by law, the arrangement of administrative units at all levels must carefully consider the criteria on history, tradition, culture, ethnicity; location, geographical conditions; scale, level of socio-economic development; transport infrastructure, information technology, requirements to ensure national defense, security and international integration.
