Amending and supplementing preferential import tax rates of some goods

Reduce preferential import tax rates for automobiles with HS codes 8703.23.63 and 8703.23.57 from 64% to 50% and automobiles with HS code 8703.24.51 from 45% to 32% - Illustrative photo

The Government has just issued Decree 73/2025/ND-CP dated March 31, 2025 amending and supplementing preferential import tax rates of a number of items in the Preferential Import Tariff according to the List of taxable items issued together with Decree No. 26/2023/ND-CP dated May 31, 2023 on Export Tariff, Preferential Import Tariff, List of goods and absolute tax rates, mixed tax, import tax outside tariff quotas.

Specifically, amend and supplement the preferential import tax rates of a number of items specified in Appendix II - Preferential import tax schedule according to the List of taxable items specified in Article 3 of Decree No. 26/2023/ND-CP into new preferential import tax rates.

Accordingly, the preferential import tax rate for automobiles with HS codes 8703.23.63 and 8703.23.57 will be reduced from 64% to 50% and automobiles with HS code 8703.24.51 will be reduced from 45% to 32%.

For Ethanol products, the preferential import tax rate is also reduced from 10% to 5%.

Import tax rate on frozen chicken thighs is reduced from 20% to 15%; on unshelled pistachios is reduced from 15% to 5%; on almonds is reduced from 10% to 5%; on fresh apples is reduced from 8% to 5%; on sweet cherries is reduced from 10% to 5%; on raisins is reduced from 12% to 5%.

For wood and wood products, including: (1) Group 44.21: Wooden products (including products such as clothes hangers, coffins, thread spools, yarn tubes and bobbins, sewing thread reels and similar products, wooden matchsticks, etc.); (2) Groups 94.01 and 94.03: Seats and parts of seats; wooden furniture: import tax is reduced from the tax rates of 20% and 25% to the same tax rate of 0%.

Preferential import tax rate for liquefied natural gas (LNG) reduced from 5% to 2%.

Ethylene products: add HS code 2711.19.00 to chapter 98 with preferential import tax rate of 0%.

Preferential import tax rate for corn kernels is reduced from 2% to 0%; for soybean meal, it is reduced from 1%, 2% to 0%.

This Decree takes effect from the date of signing and promulgation (March 31, 2025).

Members of the Steering Committee include: Minister of National Defense; Minister of Public Security; Minister of Foreign Affairs; Minister of Industry and Trade; Minister of Agriculture and Environment; Minister of Construction; Minister of Home Affairs; Minister of Culture, Sports and Tourism; Minister of Science and Technology; Minister of Education and Training; Minister of Health; Minister of Ethnic Minorities and Religions; Governor of the State Bank of Vietnam; Government Inspector General; Deputy Minister of Justice - Dang Hoang Oanh; Deputy Minister of Foreign Affairs - Le Anh Tuan.

Providing rice from national reserves to provinces during the crop season in early 2025

Deputy Prime Minister Ho Duc Phoc has just signed Decision No. 693/QD-TTg dated March 31, 2025 on the supply of rice from the national reserve to the provinces during the crop gap in early 2025.

The Deputy Prime Minister assigned the Ministry of Finance to provide 1,453.74 tons of rice from the national reserve to the provinces of Lang Son, Lai Chau, and Dien Bien to help people during the crop gap in early 2025.

Specifically: Lang Son province was granted 219,345 tons of rice; Lai Chau province was granted 387,93 tons of rice; Dien Bien province was granted 846,456 tons of rice.

The Deputy Prime Minister requested the Ministry of Finance and the Ministry of Health to handle the specific cases according to regulations; according to assigned functions and tasks, they are responsible for the basis, information, and reporting data, ensuring that the inventory after issuance meets reserve requirements.

The People's Committees of Lang Son, Lai Chau and Dien Bien provinces are responsible for the accuracy of reported data and provide timely support to the right subjects and at the right rates according to regulations; and implement the reporting regime to the Ministry of Finance according to regulations.

2 districts of Nam Dinh province meet advanced new rural standards

On March 31, 2025, Deputy Prime Minister Tran Hong Ha signed Decisions No. 696/QD-TTg and 698/QD-TTg recognizing Truc Ninh and Xuan Truong districts, Nam Dinh province, as meeting advanced new rural standards in 2024.

The Deputy Prime Minister assigned the People's Committee of Nam Dinh province to be responsible for announcing and rewarding according to regulations; directed the People's Committees of Truc Ninh and Xuan Truong districts to continue maintaining and improving the quality of criteria, focusing on economic and environmental criteria to ensure sustainability in new rural construction./.
