This morning, October 30, Vice Chairman of the People's Committee of Quang Tri province Le Duc Tien chaired a meeting with leaders of departments, branches, sectors and localities on the draft Plan to implement Decision No. 927/QD-TTg dated August 30, 2024 of the Prime Minister and Plan No. 167 KH/TU dated August 19, 2024 of the Provincial Party Committee to implement Directive No. 34-CT/TW dated May 24, 2024 of the Secretariat on strengthening the Party's leadership over social housing development in the new situation.

The draft plan of the Provincial People's Committee aims to thoroughly grasp and effectively implement tasks and solutions. Identify specific tasks and responsibilities of departments, branches, sectors, and local authorities in organizing the implementation of Decision No. 927/QD-TTg and Plan No. 167-KH/TU. Thereby creating a strong change in the awareness and actions of departments, branches, sectors, local authorities, and people on the development of social housing; improving the effectiveness and efficiency of state management.
According to the plan, by 2030, Quang Tri province will have about 9,094 social housing units. Of which, in the 2021-2025 period, about 2,310 units will be completed; in the 2025-2030 period, about 6,784 units will be completed.
The expected location of social housing projects by 2030 is in Bac Song Hieu Urban Area; Ecological urban area, commercial - service urban area, urban housing area combined with social housing Nam Dong Ha; Thuan Chau urban area; Nam Song Hieu residential area and Residential area north of Tan So street with a total area of over 300 hectares.
The goal of the plan is to strive to completely eliminate temporary and dilapidated houses for poor households, near-poor households, and people affected by natural disasters and climate change by 2030. Mobilize resources to strive to implement social housing development targets according to the housing development program and plan of Quang Tri province for the period 2021 - 2030 and the Project to invest in building at least 1 million social houses for low-income people and industrial park workers for the period 2021 - 2030 approved in Decision No. 338/QD-TTg dated April 3, 2023 of the Prime Minister.
At the same time, effectively implement housing support according to national target programs and socialization programs, especially for people with meritorious services to the revolution, relatives of people with meritorious services to the revolution who have difficulty with housing, and poor households in rural areas; ensure that 100% of people with meritorious services and their families are well cared for in terms of housing.
Delegates attending the meeting discussed issues such as: subjects receiving social housing support; determining people's need for social housing; scale of social housing projects; assignment of tasks to departments, branches and sectors.
Concluding the meeting, Vice Chairman of the Provincial People's Committee Le Duc Tien emphasized that the development of social housing is a priority issue. To achieve efficiency in the implementation of effective and breakthrough projects, it is necessary to develop a separate project on housing development in the area, which specifies the goals, tasks, subjects, and support conditions. At the same time, all levels and sectors need to make recommendations to the central government on appropriate lending interest rates for businesses and people during the project implementation process.
Assign the Department of Construction, based on the Housing Law and Land Law, to study and specify the conditions for supporting social housing in each locality in the province; create conditions for investors to implement projects; review and issue plans to ensure compliance with the requirements and directions of the Provincial Party Committee and the Central Government.
In addition to developing social housing projects in Dong Ha city, departments and branches also need to focus on researching and proposing to expand social housing projects to surrounding localities such as Gio Linh, Cam Lo, Hai Lang, in accordance with the province's development planning in the coming time.
