To specify Directive No. 01/CT-TTg, the Provincial People's Committee issued Plan No. 212/KH-UBND (dated October 29, 2021) on developing digital enterprises in Quang Ninh province for the period 2021-2025 and orientation to 2030; Plan No. 59/KH-UBND (dated March 1, 2022) on comprehensive digital transformation in Quang Ninh province by 2025, orientation to 2030 to direct drastic and synchronous implementation associated with clearly assigning tasks to each agency and unit in implementation. At the same time, clearly define the roadmap, completion time, and products for each task with the goal of striving to gather 50 digital technology enterprises by 2025, including at least 3 startups and innovative enterprises developing digital products, solutions, and services to create new products and services in economic and social sectors and fields.

According to the leader of the provincial Department of Planning and Investment, the unit has taken the lead in advising on the implementation of a policy to support digital enterprises in 2023 with two contents: Supporting human resource development in digital transformation; supporting the application of digital transformation technology solutions for small and medium enterprises. Along with that, the organization guides enterprises to register accounts on the Enterprise Digital Transformation Index Portal so that enterprises can self-assess their level of digital transformation or request consulting support to assess and determine the level of digital transformation of enterprises.

The Department of Industry and Trade coordinated with the Department of E-commerce and Digital Economy (Ministry of Industry and Trade), local People's Committees, provincial post offices, Viettel Quang Ninh and related units to organize 14 training conferences on skills to apply e-commerce to business activities, bringing products to participate in distribution on e-commerce platforms. Since then, 560 OCOP products (334 OCOP products meeting 3-5 star standards) have been put on e-commerce platforms. The provincial e-commerce trading floor alone is introducing 402/560 OCOP products, of which 175 products have achieved 3 stars or more.

In order to develop Make in Vietnam digital technology products, the province is currently cooperating with many large domestic enterprises to research and innovate to serve digital transformation, especially signing cooperation agreements with 3 leading enterprises in Vietnam (VNPT Group, Viettel Group, FPT Group) to promote digital transformation development. Currently, these enterprises have provided and supported the implementation of many Make in Vietnam digital technology product platform applications to serve digital transformation of enterprises.

Currently, the Provincial People's Committee has approved and selected 50 enterprises to pilot digital transformation in the province. Some typical enterprises trusted and selected by the province are: Ha Long Pearl Joint Stock Company, Quang Ninh Seafood Production and Trading Company Limited, An Sinh Milk Joint Stock Company, Civil and Industrial Construction and Consulting Joint Stock Company, Viet Yacht Company Limited...

Faced with new development requirements, the transformation and development of digital technology enterprises is more necessary and urgent than ever. The province's enterprises need to be aware early to transform, overcome the fear of change to approach new technology, respond to and keep up with the market and development trends of the world. Along with that, departments, branches, localities, and business associations of the province also need to actively participate in leading and creating major changes for enterprises in digital transformation. In particular, the province needs to have mechanisms and policies to create major breakthroughs, encouraging enterprises to confidently transform, especially for small and medium enterprises.
