The province has developed specific goals and targets; clearly assigned tasks to departments, branches and localities for implementation. Propaganda work on elderly health care has been promoted through many diverse forms. Elderly health care content is integrated into the activities of the Intergenerational Self-Help Club and elderly clubs in villages, hamlets and neighborhoods. In communes, wards and towns, propaganda content is broadcast through the grassroots loudspeaker system, combined with communication at households through the population collaborator network. In 2024 alone, the whole province organized 820 communication sessions in the community, broadcast 1,501 information on the grassroots loudspeaker system and posted nearly 200 propaganda and guidance articles on elderly health care.
Medical examination and treatment for the elderly are given attention and investment. The Geriatrics and Rehabilitation Hospital is the leading hospital in the care and treatment of the elderly and patients requiring rehabilitation. In addition, many other hospitals in the area have also established a Geriatrics Department such as the Provincial General Hospital, to meet the increasing medical examination and treatment needs of the elderly.
In 2024, the province will have over 225,000 elderly people, of whom 220,890 have received regular health check-ups, reaching 98.2% (exceeding the planned target of 98.15%). Health care for the elderly continues to be implemented synchronously and promptly in localities. 100% of the Elderly Associations at the commune level have coordinated to organize health check-ups for 98,661 people and established regular health monitoring management books for 100,984 people.
Not only are they fully cared for in terms of health, the elderly in the province also continue to play a role in socio-economic development. The movement "Elderly people doing good business" is increasingly spreading strongly with the core of 4,166 elderly people participating, of which 1,738 are farm owners and business owners. This is an important force, actively contributing to the task of developing the local economy, inspiring the younger generation with the spirit of working and tireless dedication.
Along with that, the province has effectively implemented the Project to replicate the Intergenerational Self-Help Club model according to Decision No. 1336/QD-TTg dated August 31, 2020 of the Prime Minister. In the period of 2021-2024, the whole province has established 95 clubs, exceeding the plan by 23 clubs. In the two periods of 2017-2020 and 2021-2024, the province has established a total of 207 clubs, attracting 11,715 members. Of which, the elderly account for 70.5% with 7,083 members, including 735 elderly people in difficult circumstances; the number of female participants also accounts for the majority with 8,298 members (70.8%).
The Association of the Elderly at all levels is continuing to maintain and expand the model of Intergenerational Self-Help Clubs, striving to exceed 130% of the planned target of establishing clubs (equivalent to 191 clubs) by the end of 2025. Currently, the province is finalizing a resolution stipulating a number of policies to support population work in the new situation, including important contents to improve population quality and adapt to the aging population.
The draft policy proposes to support 20 million VND/year for each commune that meets the criteria for elderly health care, including: 100% of elderly people with health insurance have their health records established and receive periodic check-ups at least once a year; have at least one effective Intergenerational Self-Help Club; each village has at least one sports - culture - entertainment club for the elderly. This is a practical policy, creating motivation for localities to continue to improve the quality of elderly care in terms of health, spirit and cultural life. At the same time, it contributes to building a friendly and humane environment, creating conditions for the elderly to live healthy, useful lives and continue to contribute to the overall development of the province.
Caring for the health and life of the elderly is not only a continuation of the nation's moral code of "respecting the elderly and valuing longevity", but also a way for each locality to demonstrate its responsibility in adapting to an aging population. With increasingly comprehensive, synchronous and humane policies, Quang Ninh is constantly striving to build a safe and friendly living environment for the elderly, where they are not only cared for but also respected, promoted, and continue to live healthy, happy and useful lives for the community.
