Among the tasks to ensure the growth target of 14% in 2025, Quang Ninh has identified three strategic breakthroughs as key tasks and important factors contributing to growth. In the spirit of inheritance, responsibility, and continuation of previous successes, closely following the province's growth scenario, from the beginning of the year, local Party committees, authorities, departments and branches have promptly developed plans, conducted reviews, and pointed out limitations and weaknesses, thereby elevating the three strategic breakthroughs in the new stage in a specific direction to suit the actual context of the province and the region.

Accordingly, continue to mobilize all resources, diversify investment forms, accelerate the development speed and complete the synchronous and modern socio-economic infrastructure system; persistently implement the motto of taking public investment as the leader, activating all legal resources of society, promoting decentralization, decentralization, promoting the role and responsibility of leaders in directing, participating in removing difficulties, promoting projects. By the end of the first quarter, the province had reviewed, classified, and had fundamental solutions to handle and remove difficulties for more than 70 key projects and works; announced information on 14 areas of land and stone exploitation for leveling materials with a total reserve of tens of millions ^{of m3} , thereby basically removing obstacles related to land and planning, ending the prolonged backlog of 12 projects...

To promote non-budgetary projects to accelerate progress and contribute to growth, Quang Ninh has stepped up urging sectors and localities to accelerate investment preparation and minimize the time for handling administrative procedures. During the quarter, construction of the Lite-On Quang Ninh Factory project, phase 1, in Song Khoai Industrial Park, with a total investment of 690 million USD, was started; supporting businesses to complete administrative procedures on environment, fire prevention and fighting, construction acceptance, etc. to put projects into operation early; organizing the inauguration and putting Thanh Cong Viet Hung Automobile Factory into commercial production; Organize work, remove difficulties and obstacles for major investors in the province (Vingroup, Sun Group, BIM Group) to speed up the implementation of key investment projects: Ha Long Xanh Complex Urban Area, Ha Long Ocean Park, Van Ninh General Port... These are projects that have a positive impact on attracting investment, attracting tourists and improving living conditions, health, and education of people, contributing to the synchronous improvement of infrastructure in the direction of civilization, modernity, bright - green - clean - beautiful - safe, towards a smart urban model.

At the same time, continue to make breakthroughs in improving the quality of administrative reform, improving the investment and business environment by constantly making efforts, promptly identifying contradictions in management practices, difficulties and challenges of people and businesses to find ways to remove and resolve them with the motto "shifting from management thinking to service thinking". In the first quarter of 2025, the province successfully organized the Conference to announce the results of the PAR INDEX, SIPAS, DGI, DDCI, DTI; completed the summary report on the results of the PAR INDEX assessment and reported to the Ministry of Home Affairs as prescribed. At the same time, continue to review, minimize and simplify administrative procedures, business conditions, investment licensing, especially in the fields of public investment, construction, natural resources, environment, land; shorten the time for tax procedures, customs, customs clearance, import, export, quarantine; Promote digitalization in handling administrative procedures, provide online public services throughout the process, resolutely eliminate unreasonable barriers and unofficial costs.

Provincial Road 333 connecting National Highway 18 with Lai Xuan Bridge will be completed in April 2025.

Up to now, 100% of facilities have implemented the use of chip-embedded ID cards in health insurance examination and treatment. Agencies, units and localities continue to use and effectively exploit the e-Government system to serve the direction, operation and professional work: 100% of documents are processed in the electronic environment (except for confidential documents); 91% of administrative procedure settlement files are received online, resolved, submitted, signed and returned entirely online. In the first quarter, 410 newly established enterprises were ranked 6th in the Red River Delta with a registered capital of VND 4,615 billion.

Regarding the breakthrough in human resources, the province has deployed the development strategy project of Ha Long University until 2030; issued a decision on the training and fostering plan for officials and civil servants of the province; implemented the plan to train and develop soft skills for youth and vocational students. At the same time, it is necessary to strengthen and improve the quality of education, the quality of schools meeting national standards; improve and raise the average high school graduation score; innovate and create strong changes in the quantity, structure, quality and effectiveness of vocational education; focus on attracting and developing talents, highly technical human resources, skilled human resources; rapidly develop the team of scientific and technological intellectuals, create a chain of post-training labor links with businesses... to form a high-quality workforce, mastering technology. This is the core factor to ensure economic growth targets, aiming for high-quality, strong and sustainable growth not only in 2025 but also in the coming period.
