Support small and medium enterprises to promote digital transformation

The national digital transformation program to 2025, with a vision to 2030; the national strategy for developing the digital economy and digital society to 2025, with a vision to 2030, identifies that the foundation for developing the digital economy is to transform traditional enterprises into digital enterprises. The breakthrough is to accelerate digital transformation in enterprises based on digital platforms, creating a digital enterprise ecosystem in industries and fields.

In Decision No. 2158/QD-BTTTT dated November 7, 2023, the Ministry of Information and Communications approved the Project to determine the index to assess the level of digital transformation of enterprises. The objective of the Project is to use the Enterprise Digital Transformation Index (DBI Index) agreed upon between the Ministry of Information and Communications and the Ministry of Planning and Investment. In Ha Nam, on May 24, 2024, the Provincial People's Committee also issued a plan to implement the Project to determine the Enterprise Digital Transformation Index and support the promotion of digital transformation of enterprises in the province.

To achieve the goal, by 2025, 50% of small and medium enterprises in the province will be assessed for their level of digital transformation according to the DBI Index, the province directs agencies, units, and localities to develop plans, clearly identifying key solutions and tasks: Strengthening propaganda to raise awareness and interest of the business community, organizations, and individuals about digital transformation; promoting the participation and coordination of agencies, organizations, and consulting experts in the digital transformation process of enterprises; disseminating and honoring enterprises with high results in digital transformation; disseminating documents, handbooks, and manuals guiding enterprises in assessing the level of digital transformation using the DBI Index; organizing conferences and forums on digital transformation of enterprises connecting policy makers, enterprises, organizations, cooperatives, business households, and solution providers to effectively promote digital transformation; Promote businesses to safely and conveniently access and use comprehensive financial products and services, access preferential capital sources...

All retail gasoline stores of Joint Stock Company 68 have applied software to generate electronic invoices from cash registers.

Through an exchange with Mr. Dinh Van Hong, Chairman of the Provincial Business Association, it is known that, in performing its assigned functions and tasks, the Provincial Business Association has been strengthening the propaganda and dissemination of the DBI Index to member businesses; at the same time, launching the digital transformation movement in businesses and using the DBI Index to evaluate the results of the digital transformation movement. Along with that, the Provincial Business Association also coordinates with digital technology businesses in the province to train and develop human resources for member businesses in digital transformation. The most prominent recent time is the coordination with VNPT Ha Nam to organize a conference on digital transformation of businesses in Ha Nam province; signing a cooperation agreement with VNPT Ha Nam in accompanying and supporting businesses in applying information technology to management, sales, production and business operations, helping to accelerate the digital transformation process of small and medium enterprises.

In fact, the results of the implementation of coordination between VNPT Ha Nam and the Provincial Business Association in the past time show that member enterprises of the Provincial Business Association have enjoyed many incentives in using digital transformation software provided by VNPT Ha Nam, the most popular being software for generating electronic invoices from cash registers; sales management software; accounting software; digital signatures... In addition to being able to use the software for free in the first 3 months, member enterprises of the Provincial Business Association are also supported by VNPT with a discount of 10-20% when using digital transformation software provided by the unit.

Mr. Nguyen Duc Cuong, General Director of 68 Joint Stock Company (Thanh Tuyen Ward, Phu Ly City) said: With the active dissemination and support of VNPT Ha Nam and the Provincial Business Association, up to now, 100% of the stores of 68 Joint Stock Company have skillfully applied the creation of invoices from cash registers. With a large number of invoices, an average of 300-500 invoices/store/day, previously, the stores had to enter sales invoices manually on the company's software, which was very difficult and time-consuming. However, since VNPT Ha Nam introduced and provided a general integrated solution of accounting software, invoice software and gas station management software, 68 stores have greatly reduced the pressure of entering and issuing invoices after each sale.

According to Ms. Pham Thi Ngoc Han, Director of Enterprise Sales Department - VNPT Ha Nam Business Center, currently, nearly 100% of enterprises in the province are using digital signature software provided by VNPT. In addition, many enterprises are effectively using sales management software, electronic invoices, especially enterprises operating in the fields of petroleum trading; food and beverage services; trading of learning equipment and supplies; restaurants, hotels; supermarkets; entertainment services... To create the most favorable conditions for enterprises to use digital transformation software, VNPT Ha Nam has deployed the establishment of zalo groups with the participation of VNPT officers and employees; managers and accountants in enterprises. From there, ensuring 24/7 human resources to promptly grasp information and quickly resolve problems arising during the use of digital transformation software of enterprises.

According to the Department of Information and Communications, the province currently has over 2,500 enterprises using the .vn domain name. About 3,000 small and medium enterprises have access to and participate in the digital transformation support program for enterprises and nearly 2,800 enterprises use digital platforms. To accelerate the digital transformation process in small and medium enterprises, in the coming time, the Department of Information and Communications will preside over and coordinate with relevant agencies and units to strengthen the organization of training courses, training on knowledge and skills in using the DBI Index and using support tools to assess the level of digital transformation of enterprises on the DBI Portal of the Ministry of Information and Communications; coordinate to connect digital enterprises with agencies, units, organizations, enterprises, cooperatives, and business households to introduce, consult, and support digital solutions and platforms for digital transformation of enterprises, etc.

Strive to have 20% of small and medium enterprises updated with information and raised awareness of digital transformation by 2025; at least 15% of small and medium enterprises experiencing digital platforms; 15% of small and medium enterprises applying e-commerce forms; 15% of small and medium enterprises having websites to promote brands and products. Implementing the above goals well will soon put Ha Nam in the group of 25 provinces and cities with high digital transformation indexes nationwide.
