This is a carefully selected force, ensuring political quality, educational level, health, comprehensive education and training. In view of the particularly important role of the Army's youth, in recent times, the Party, the State, the Central Military Commission, the Ministry of National Defense, leaders and commanders at all levels have continuously paid attention to and created conditions for the contingent of young officers, non-commissioned officers and soldiers to work with peace of mind, to wholeheartedly contribute, and to firmly hold their guns to firmly protect the Fatherland.

Military youth always receive special attention.

In recent years, the Party and State have paid special attention to the Army, including the young force. All levels have issued many policies and guidelines for the Army and the Army's rear. Although the country's economy is still facing many difficulties, the Party and State still pay much attention to salary, allowance and housing policies for young cadres and officers. Thanks to that, the number of policy housing and social housing has increasingly met the urgent needs of this force.

Along with that, the Central Military Commission and the Ministry of National Defense also pay special attention to the youth of the Army by proposing many policies, leading and directing the entire army to proactively discover, nurture and make good use of young talents in the Army; have appropriate policies to attract highly qualified young people with good political and moral qualities into the Army; create the best environment and conditions for young people to study and improve their qualifications. The Central Military Commission and the Ministry of National Defense have issued appropriate preferential policies, organized honors and commendations for young people with outstanding achievements in training, combat readiness, scientific research and young people working in particularly difficult areas, toxic and dangerous fields.

Attending the ceremony to honor Outstanding Young Faces, awarding the "Young Creativity" Award in 2024 and awarding the Contest to learn about "70 years of Tradition Day and 60 years of the First Victory of the Heroic Vietnam People's Air Force" recently organized by the Air Defense - Air Force Service, in the delegate seats, there were all comrades in the Standing Committee of the Party Committee, heads of the Service Command. The encouraging and directing speech of Lieutenant General Tran Ngoc Quyen, Secretary of the Party Committee, Political Commissar of the Service continued to show the great attention of leaders and commanders at all levels for the young cadres in the Service.

It is from this concern, care, and facilitation in all aspects that in 2024, in addition to 10 comrades who achieved the title of "Outstanding Young Face" at the Corps level, the unit had 1 comrade who achieved the title of Outstanding Young Face of the entire army; 1 comrade who achieved the title of Promising Young Face of the entire army. Also in 2024, the entire Corps had 60 topics, initiatives, and technical improvements registered by agencies and units to participate in the "Young Creativity" Award at the Corps level and the Creative Youth Award in the Army, a significant increase compared to before. The good news is that the quality of the works and initiatives has been improved; the subjects participating in the award are constantly expanding.

Next, when attending the dialogue between the head of the General Department of Logistics and Engineering and the young officers in the General Department, we also clearly felt the attention, facilitation, and support in all aspects of the Party Committees and commanders at all levels in the General Department so that the young force could contribute, strive, and develop. In response to that attention, in 2024, the entire General Department had 111 young officers classified as Party members who had excellently completed their tasks; 4 comrades were recognized by the Ministry of National Defense as Promising Young Faces of the Army; 3 young faces were awarded the title of Emulation Fighter of the Army; 106 young faces were awarded the title of Emulation Fighter of the Base; 75 young officers and employees with outstanding achievements were promoted ahead of schedule...

Through monitoring, it can be seen that in recent times, the work of training, caring for, supporting, and creating conditions for young cadres and officers to contribute, strive, and strive to excel in their work has been given great attention by Party committees and commanders of units throughout the army, implemented in many practical and appropriate forms and measures. That has created motivation for the youth of the entire army to enthusiastically and actively implement effective revolutionary action movements, promote the Movement "Youth of the Army cultivates morality, trains talent, is proactive, creative, worthy of Uncle Ho's soldiers in the new era", and proactively carry out effectively the political tasks of each agency and unit. The young cadres and officers have also actively participated in the United Nations peacekeeping force, protected the environment, prevented and combated climate change, natural disasters, epidemics, etc.

Typically, in the face of the complicated developments of the Covid-19 pandemic in the 2020-2021 period, the Army's youth launched and implemented the movement "Army Youth Volunteers join hands to defeat the Covid-19 pandemic". With the spirit of "fighting the epidemic like fighting the enemy", "each union member and youth is a soldier, each union organization is a spearhead against the Covid-19 pandemic", more than 600,000 cadres, union members and youths have enthusiastically volunteered to go to the epidemic center to support localities in fighting the epidemic and helping people. A large number of young forces in the Army have not been afraid of hardships and sacrifices, taking the lead in helping people overcome the consequences of natural disasters and floods, typically storm No. 3 (Yagi) in 2024, thereby enhancing the image and noble qualities of Uncle Ho's soldiers...

Creating leverage for the Army's youth to break through

Besides the mainly positive results, it can be seen that the policy work and treatment regime for young officers, non-commissioned officers and soldiers in the Army still have limitations and problems, especially the issues of salary, allowances, regimes, housing policies, and the Army's rear... This is also always a concern and worry for leaders, commanders, and cadres at all levels in the Army.

According to Senior Lieutenant General Le Quang Minh, Deputy Director of the General Department of Politics of the Vietnam People's Army, in order to promote the strength of youth resources, so that the youth of the Army can work with peace of mind, be enthusiastic, creative, dedicated, and make breakthroughs, Party committees and commanders at all levels need to continue to thoroughly grasp the Party's guidelines and policies, the State's policies and laws on youth and youth work, focusing on Resolution No. 25-NQ/TW dated July 25, 2008 of the 10th Party Central Committee on "Strengthening the Party's leadership over youth work in the period of accelerating industrialization and modernization"; Resolution No. 847-NQ/QUTW dated December 28, 2021 of the Central Military Commission "On promoting the qualities of Uncle Ho's soldiers, resolutely fighting individualism in the new situation" or the Youth Development Program of the Army for the period 2021-2030...

Along with that, all levels need to strengthen leadership and direction for the work of the Youth Union and the youth movement; have preferential mechanisms for Youth Union cadres, members, and youth who have made outstanding achievements in various fields, working in mountainous areas, islands, remote areas, and especially difficult areas. At the same time, strongly innovate the training, evaluation, and use of young cadres in the Army; have specific plans to help young cadres learn knowledge, practice skills, ensure qualifications, capacity, and be ready to actively participate in the cause of industrialization and modernization of the country.

Continue to pay more attention to the regime and policies for young officers, non-commissioned officers, and soldiers in the Army, such as: Researching and adjusting the increase in military rank allowances, sudden hardship allowances, and demobilization allowances; supporting demobilized soldiers to access capital sources to start businesses and find jobs...

On their part, the young forces in the Army need to proactively study, cultivate revolutionary ethics, build ambitions and aspirations to rise up and establish themselves, be proactive and creative, and be ready to be present in all difficult and arduous places. Continue to take the lead in implementing the Party's policies, promote the proactive and creative spirit of the youth, and actively participate in volunteer activities and help the people.

At the same time, constantly train physically, actively study, conduct scientific research and apply scientific and technological achievements to military activities; firmly grasp knowledge, master weapons and technical equipment, be ready to receive and excellently complete assigned tasks, contributing to building an increasingly revolutionary, disciplined, elite and modern Army, and an increasingly rich, civilized and powerful country.
