Strengthening leadership to maximize opportunities, potentials, and advantages for development, associated with building a team of cadres, promoting responsibility, solidarity, high determination, great efforts, and more drastic actions to effectively organize and implement local socio-economic development tasks... is one of the conclusions of the Provincial Party Standing Committee at the working session with the Ham Tan District Party Standing Committee.

Assessing the results of the implementation of socio-economic development tasks in 2023 of Ham Tan district, the Standing Committee of the Provincial Party Committee unanimously concluded: In 2023, the Standing Committee of the Ham Tan District Party Committee made many efforts, focused on leadership and direction to implement tasks and achieved a number of important results; notably: Budget revenue exceeded the assigned estimate; agricultural, forestry and fishery production achieved positive results, effectively implemented the One Commune One Product OCOP Program, with many agricultural products recognized as 3 stars. Attracted a number of very large-scale industrial projects of great significance; the disbursement of investment capital achieved a high rate; compensation, resettlement arrangement, and site clearance for investment in industrial parks made great efforts. Social security and welfare policies were fully and promptly implemented; poverty reduction and job creation targets met and exceeded the plan; National defense and security are maintained, successfully organizing the district defense area exercise in 2023. The work of developing new party members has met the set targets. However, besides the achieved results, there are still some shortcomings and limitations that need attention, namely: The district's economy is still developing slowly, the economic scale is still small, not commensurate with the potential and advantages. Small-scale trade and tourism activities, many tourism projects are not implemented or are slow to be implemented. The infrastructure system is still lacking. The progress of implementing infrastructure investment projects in industrial zones and clusters is still slow. The implementation of the National Target Program on new rural construction and civilized urban construction has not met the set plan. The work of making general planning for the construction of communes and district planning is still slow. The work of managing land, minerals, and construction order still has many limitations; the situation of land encroachment, illegal exploitation, transportation, and trading of minerals is still complicated. The work of perfecting and supplementing personnel for leadership positions in a number of agencies, units and localities has not been focused on. The work of reforming administrative procedures has limitations, the rate of late land records is still high. Discipline and administrative discipline are sometimes and in some places not strict. The situation of some cadres and civil servants pushing work and avoiding responsibility has not been effectively overcome. The grasp of information and forecasting the situation among the people is sometimes and in some cases not timely. The direction to resolve pending cases is still slow. The situation of fishing boats and fishermen illegally exploiting seafood in foreign waters is still happening. The supervision and social criticism work of the Vietnam Fatherland Front and socio-political organizations of districts and communes is still limited compared to the requirements.

Regarding the key tasks to be implemented in the coming time, the Standing Committee of the Provincial Party Committee assessed that Ham Tan has many basic advantages for socio-economic development such as: North-South Expressway (East), the section passing through the district, the traffic system directly connecting with neighboring provinces; there are large-scale industrial park projects, irrigation works being invested; there is a lot of potential and room for diverse tourism development. Therefore, the Standing Committee of Ham Tan District Party Committee needs to strengthen leadership to maximize opportunities, potentials, and advantages for development, associated with building a team of cadres, promoting responsibility, solidarity, high determination, great efforts, and more drastic actions to effectively organize the implementation of tasks and solutions set out in Report No. 620-BC/HU, dated January 9, 2024 of the Standing Committee of Ham Tan District Party Committee. Accordingly, constantly improve the overall quality of the staff; Build internal solidarity, focus on leadership, consolidate, perfect, arrange and organize the team of leaders and managers who are lacking or lacking, meet the requirements of the task, dare to think, dare to do, dare to take responsibility for the common development goal. Promote administrative reform, improve competitiveness, take work efficiency, people's and businesses' satisfaction as a measure to evaluate the results of task implementation. At the same time, strengthen inspection and supervision, promptly rectify and handle violations, create clear progressive changes in working style, sense of responsibility and compliance; effectively overcome the situation of cadres and civil servants pushing work and avoiding responsibility. Continue to mobilize resources to invest in socio-economic infrastructure, develop the district's central urban area and build new rural areas. Actively coordinate with provincial departments, branches and sectors to accelerate the progress of land valuation, land acquisition, compensation, site clearance and infrastructure investment in industrial parks and clusters; create favorable conditions to attract secondary projects, increase the occupancy rate of industrial parks and clusters. Improve the quality and efficiency of investment in key projects, irrigation projects and non-budgetary investment projects; increase the attraction of capable, experienced and dedicated investors to implement tourism, trade and service projects in the area. Build, develop and replicate high-tech agricultural models. Strengthen forms of cooperation, linkage in production, processing and consumption of agricultural products according to the value chain; linkage between farmers and enterprises, cooperatives and cooperative groups in the production and consumption of agricultural products. Strengthening strict management of land, mineral and environmental resources, especially inspection and strict handling according to the law for cases of illegal exploitation, transportation, trading of minerals, acts of land encroachment and illegal construction. Focusing on completing the measurement and establishment of cadastral records and land management database. Strive to grant land use right certificates according to plan. Coordinate to review and propose the withdrawal of projects that are not implemented, are slow to implement or are not implemented for the right purposes and objectives of the project. Timely prevent illegal exploitation of seafood in foreign waters. Strengthening the work of grasping the situation, speeding up the resolution of pending and prolonged cases, promptly and effectively handling arising issues right at the grassroots level, not allowing them to become complicated and become "hot spots". Enhance the role and responsibility of advisory agencies in handling citizens' complaints and denunciations, ensuring timeliness and effectiveness, preventing complaints from going beyond the level of authority, affecting security and order. Promote the implementation of measures to prevent, combat, suppress and suppress all types of crimes and social evils. Enhance the effectiveness of information and propaganda work, creating social consensus. The Standing Committee of the Provincial Party Committee has directed the Party Committee of the Provincial People's Committee to direct relevant functional agencies to coordinate with the Standing Committee of the Ham Tan District Party Committee to resolve the district's recommendations, including: The project to upgrade and expand National Highway 55 from Ham Tan District through La Gi Town connecting with Ba Ria - Vung Tau Province; Investment in the implementation of routes from Tan Xuan to Tan Thang - Thang Hai, Road No. 15 (Tan Thang Commune) and the Tan Duc - Song Phan inter-commune road (from Tan Phuc Commune to Song Phan Commune); Investment in the construction of public parks in the district center; Investment in a clean water system that meets the criteria for building new rural areas and advanced new rural areas; Investment project in the inter-district water supply canal system in the South of the province and compensation and clearance work to implement investment in the construction of industrial parks in Ham Tan District.
