After three days (May 16-18) of urgent, serious and responsible work, the 9th Conference of the 13th Party Central Committee completed all the contents and agenda and closed on the morning of May 18.

Dear Central Committee,
Dear Conference attendees,
After nearly 3 days of urgent, serious and responsible work, the 9th Conference of the Central Executive Committee of our Party has exceeded all the contents of the proposed program.
The Central Committee has reviewed, commented on and decided on many important issues. The Politburo has fully absorbed and explained issues on which there are still different opinions.
The Party Central Committee unanimously approved the Conference Resolution.
To close the Conference, on behalf of the Politburo, I would like to summarize the main results of the Conference and emphasize a number of issues to unify leadership and direct implementation.
1. The conference reached a high consensus on the guiding ideology and orientation to complete the Outline and develop draft documents to submit to the 14th National Congress of the Party.
Appreciating the preparation of the Subcommittees, the Party Central Committee basically agreed with the draft Outline of the reports and gave many important directions for the proposals and recommendations of the Subcommittees.
The Central Committee requested the Subcommittees to urgently and seriously absorb the opinions of the Conference, promptly complete the Outlines, ensure consistency between the reports, especially in terms of topics, viewpoints, guiding ideas and general objectives; on that basis, promptly start drafting documents according to the set plan; present them briefly, concisely, clearly, easily understood, easily remembered, easily implemented and easily checked.

The Central Committee especially emphasized: The draft documents must be truly worthy of being presented to the Congress, demonstrating the will and strength of the entire Party, people and army in the new development period with new momentum, new motivation, as well as new opportunities, advantages and difficulties, new challenges intertwined, determined to build our country to be increasingly rich, democratic, prosperous, civilized, happy, and steadily moving towards socialism; correctly identifying policies, orientations and major decisions to ensure the successful implementation of the cause of continuing to promote comprehensive and synchronous innovation, building, developing the country and protecting the Fatherland in the next 5 years, until 2030 (100 years of the Party's founding) and vision to 2045 (100 years of the country's founding).
In the process of preparing documents, it is necessary to base on the results of implementing the Resolution of the 13th National Congress, the resolutions of the Central Committee, summarizing 40 years of renovation, 15 years of implementing the Party's Charter and Platform (supplemented and developed in 2011); at the same time, closely following the Platform, Resolution of the 13th National Congress, Resolutions of the 13th Central Committee and the country's reality to objectively, scientifically and comprehensively assess issues, especially newly arising complex issues; deeply analyze the causes; scientifically forecast the situation of the country, the region and the world, thereby correctly determining viewpoints, guiding thoughts, directions, goals, tasks and key solutions, especially key tasks and strategic breakthroughs for the coming term.
For example, after 40 years of renovation, have we really formed a Theory on the renovation path in Vietnam; in this term, is it necessary to focus on prioritizing the effective implementation of the 12 orientations for national development and 6 key tasks as stated in the Political Report Outline?

And in particular, should we continue to implement the three strategic breakthroughs set forth by the 13th Congress in the new development period? However, we need to focus on very key, more specific, and more realistic contents such as: Building and synchronously implementing institutions and policies to promote the development of science, technology and innovation, encouraging the spirit of daring to think, daring to do, daring to take responsibility, daring to make breakthroughs in development; fundamentally and comprehensively innovating personnel work, attracting, nurturing, developing, and making good use of talents; and building infrastructure for digital transformation, green transformation, and energy transformation, to truly create breakthroughs in development.
At the same time, it is necessary to deeply analyze and evaluate the implementation of the goals and tasks for the 5 years of 2021-2025, affirm the results and achievements that have been achieved; point out the remaining limitations and weaknesses and their causes, lessons learned; clarify the innovative contents, new factors that are better and more positive in the 13th tenure compared to previous tenures; forecast the ability to implement the Platform and goals of the National Development Strategy to 2030, with a vision to 2045.
Focus on clarifying major and important issues related to rapid and sustainable economic, cultural and social development; ensuring national defense, security and foreign affairs; building and rectifying the Party and political system to be truly clean and strong in all aspects.
2. The conference democratically discussed and gave directions on the preparation of party congresses at all levels towards the 14th National Party Congress.
The Central Committee has contributed many specific and accurate opinions to the Submission and draft Directive of the Politburo; focused on discussing, analyzing, and creating high consensus on the contents that the Politburo asked for opinions on, including the contents of Directive No. 35-CT/TW that are still appropriate; contents that need to be inherited but must be adjusted and supplemented; contents that specify the resolutions, regulations, and provisions of the 13th Central Committee; contents that do not inherit Directive No. 35-CT/TW and need to be omitted to suit reality.
At the same time, the Conference emphasized that this is an important task that needs to be implemented soon in the spirit of continuing to innovate in a practical and effective direction; promoting democracy while maintaining the Party's principles, discipline and order; ensuring to strengthen solidarity, improve the leadership capacity and fighting strength of Party organizations and Party members.
Party committees at all levels need to pay attention to leading and directing the discussion and contribution of comments to the draft documents of the 14th National Congress of Delegates and the congresses of higher-level Party committees; at the same time, prepare well the reports of their own Party committees.

The report of the Party Executive Committee needs to thoroughly grasp the orientation of preparing documents for the 14th Congress; closely follow the actual situation of localities and units; correctly assess the implementation of the resolutions of the past term; clearly point out the results and achievements, the remaining limitations and weaknesses and their causes, and lessons learned; thereby proposing directions, goals, tasks and highly feasible solutions for the next term and a longer-term vision.
Preparations for party congresses at all levels must be closely linked to the implementation of regular tasks, ensuring high efficiency. Attention must be paid to detecting and resolving practical issues that arise, especially those that cause public concern.
The work of preparing personnel and electing Party committees must be carried out in accordance with the Party's Charter, regulations and rules; carefully reviewing to select, introduce and elect truly worthy comrades, meeting the standards and requirements of the tasks in the new situation; paying attention to discovering and introducing new potential factors, ensuring the proportion of young cadres, female cadres and ethnic minority cadres.
The Party Central Committee assigned the Politburo, after this Conference, to urgently direct the early completion and issuance of Directives to guide the entire Party to prepare and successfully conduct congresses at all levels, contributing to the success of the 14th National Party Congress.
3. The Party Central Committee also considered and decided on a number of important issues regarding personnel work.
Firstly, the Party Central Committee democratically discussed, carefully considered and reached a high consensus on the plan to complete the positions of President and Chairman of the National Assembly so that the Party Delegation of the National Assembly could introduce it to the National Assembly for consideration and decision at the 7th Session of the 15th National Assembly, scheduled to open on May 20, 2024; and with a high percentage of votes of confidence, elected to supplement the Politburo comrades Le Minh Hung, Secretary of the Party Central Committee, Head of the Central Organization Commission, Chief of the Party Central Committee Office; Nguyen Trong Nghia, Secretary of the Party Central Committee, Head of the Central Propaganda Commission; Bui Thi Minh Hoai, Secretary of the Party Central Committee, Head of the Central Mass Mobilization Commission; Do Van Chien, Secretary of the Party Central Committee, Chairman of the Central Committee of the Vietnam Fatherland Front.
Second, the Party Central Committee has decided to let comrade Truong Thi Mai resign from her positions as Politburo member and member of the 13th Party Central Committee to retire from work because she violated the rules that party members are not allowed to do.
Third, the Party Central Committee has decided to expel from the Party the following comrades: Duong Van Thai, member of the Party Central Committee, Secretary of the Provincial Party Committee, Head of the National Assembly Delegation of Bac Giang Province; Mai Tien Dung, former member of the Party Central Committee, former Minister, Head of the Government Office; and remove from all Party positions comrade Le Thanh Hai, former member of the Politburo, former Secretary of the City Party Committee, former Secretary of the Party Committee, former Chairman of the People's Committee of Ho Chi Minh City, for violating Party regulations and State laws.

Dear comrades,
Immediately after this Conference, we need to seriously and urgently study, complete the Outlines and draft the Congress documents to submit to the 10th Central Conference for consideration and decision at the end of this year to send for comments from Party Congresses at all levels; and well direct the implementation of the Politburo's Directive on organizing Party Congresses at all levels towards the 14th National Party Congress.
At the same time, continue to lead and direct the implementation of programs and plans set out for 2024-2025 with the highest results, striving to successfully complete the Resolution of the 13th National Party Congress.
In that spirit, I hereby declare the 9th Conference of the 13th Party Central Committee closed. I wish you all good health, happiness and success. Thank you very much"./.
